Election '80 Platform . gilvie asks voters to think about the issues before Nov. 10 I am seeking election on Nov. 10 (next Mon- dav) as reeve of the Town of Midland. On this date, you will have the opportunity to make your' choice between what you have -had in the past two years and what you could have in the future. You will have time between now and then to think about the issues and how they will affect all of us who eall Midland home. The only possible exceptions in this regard perhaps, are the candidates who are running here, but haven't resided in Midland for some years. In the space which has been generously made available to me and other candidates by the Midland Times I wish to highlight a number of priority issues: Examination 1, TI consider an in- dependent examination of the town's operations a must. Midland's new council should proceed with an 'audit of operations' of Midland's municipal affairs without delay. An 'audit of operations' by definition, is for the purpose of determining from the facts ' available, whether or not vour tax dollar is being used to the best advantage of _ all Ratepayers. For example, such an 'audit of operations', which incidently, is a standard procedure in manv municipalities, will tell us why the Town of Collingwood with a population of 12,000 and an equalized aS. iSne) SS tie ean it $302.227,461.00--376 million dollars more than Midland, employ onlv 17 persons in their public works depart- ment compared to 29 full-time employees in Midland's public works operation. Or for in- Sit apn ce why Collingwood's total legal bill for the year 1979. was listed $12.547.78, while Midland's legal tab is officially listed for the same period in the amount of $24,371.72. These are just two comparisons of man that bear serious evaluation. An 'audit of operation' need not involve retaining an expensive management consulting firm, but could be undertaken by a committee of in- dependent, knowled- geale citizens outside of council, with possibly the mayor acting as chairman. Emphasis 2. Greater emphasis should be put on school crossing safety. Adult school-crossing guards should be posted at all hazardous. school-cr- ossing areas such as Hugel Ave. and Yonge and King Street. An adult school crossing program for the Town of Midland would cost an estimated $3,000: per year. It would take about five minutes to trim sufficient fat from other areas of Midland's budget to take care of this urgent need. 3. Annexation hawks should back off before its too late. On the basis of current annexation threats being made by certain Midland politicians against Tiny Township officials, the latest of which is reported by several township __ representa- tives to have taken place at a_ recent meeting of Huronia Airport Commission, it is becoming alarmingly evident that the Town of Midland could now on the slippery-slope of a costlv annexation battle which can only be halted by a drastic change in policv. I will endeavour to prevent any attempt to embroil the Town of Midland in the kind of Barrie-Innisfil anne- xation brinkmanship which has cost the taxpavers of those communities millions of dollars without any resolution of the con- flict. and I will further strive to re-establish the good relations which formerly prevailed ~ RICHARD PLATT Alderman - East Ward Experienced - Concerned HELP RE-ELECT BUTLER, sone. Capital ex- penditures should be by referendum vote. Citizens should have the right by referendum vote. to approve or disapprove, all major capital expenditures such as the Town assuming the risk of purchasing and developing the proposed $200.000.00 parking lot on a strip of Perrin downtown property, the application for which, was recently rejected by an O.M.B. Hearing. Contrary to what some velvet-tongued local politicians may tell vou, it would indeed cost the Town plenty in the loss of assessment and taxes alone, let alone the financial risk involved. When it comes to filling town jobs charity should begin at home. New jobs and vacancies on the town staff should be filled, if at all possible, by Midland residents. You will recall, one of the big arguments for the town bankrolling Heritage _ industrial park. was that it would help make it~ un- necessary for Midland's youth to seek em- ployment elsewhere. How do Midland political incumbents square the circle with this argument in the light of their recent action in filling both the Deputy Clerk and Deputy-Treasurers position by outsiders. A recent editorial in a local paper was critical over two municipal jobs that were handed out without being ad- vertised in the local press. This practice is not only unfair but if is highly improper. In concluding- this brief summary of my priority objectives for the 1981-82 Midland Council, I would like to stress that each citizen has an opportunity to play their part by electing those can- didates you feel will serve the hest interests of the people of Midland.
