Since 1973, seniors have had to file income tax returns to claim Ontario Tax Credits, even if they had no taxable income. Now seniors will file an Ontario Tax Credit form only if they wish to claim the Political Contribution Tax Credit. Ontario residents under 65 years will make their claims as they have in the past. Under this program, approximately 260,000 of the province's seniors will have their property taxes completely refunded. This is 120,000 more than received a similar benefit under the Tax Credit program. For senior homeowners, the new Property Tax Grant will offset property taxes; and for tenants. rent Flos Township council okays value assessment A decision was made at Flos Council last week to change from the present method of assessing tax levies, to the newer system of Market Value Assessment. The an- nouncement was made at Wednesday's Meet the Candidates night by Flos Reeve Gerard Moran. Under the new system, properties will be assessed according to the 1974-75 and 76 market sale prices with an eye to the 1978 market and current economic conditions. The 1980 mill rate was also taken into account. Many of the properties in the township have not had a proper assessment since the early 1950's and changes in their levies are imminent, said Mr. Bruce Fraser, Market Value Assessment Commis- sioner for the County. Mr. Fraser was on hand for the last meeting of Flos Council, and at that ~ time delivered the results of a study conducted by his team. The group did an analysis of the township and its properties and came up with a recommendation _ that local council convert to the new system of assessment. Few properties will remain the same, in terms of value assessment. Of the total 1,632 taxable properties in the township, 760 will have their levies decrease, 151 will remain the same and 721 will have their properties in- crease in value. What that means in the breakdown, is that residential property owners will see 466 increases in assessments, 74 remain the same and 458 will decrease. In the residential class with two to six units. 12 assessments will decrease and two will increase, while in the--commercial class, 41 units will increase, six will remain the same and 48 will increase. There were only three assessments for the industrial class in the study. and of the three it was determined that two will decrease and one will increase. Farm properties saw a possibility of 211 in- creases in value assessments, 71 that will remain the same and 240 decreases. None of these figures are definite, said Mr. Fraser. The Assessment Commission holds two open houses _ after notices of the change are sent out. These three-day events are designed to explain the new procedures to the taxpayers, and make any adjustments deemed necessary, he noted. Fairer system MVA is a fairer and more equitable system of taxation, said Mr. Fraser at the meeting. Each municipality will eventually have _ to change to Market Value Assessment and the County group expects about 250 municipalities to be on MVA by the end of next year. Already involved in the new system are Oro, Innisdale, Victoria Harbour, Matchedash, West Gwillembury, Rama and Niagara-on- the-Lake. New grants to offset seniors' have to wait until the paid. The maximum grant per household is $500. This year, the full grant will be paid in September. For 1981, the grant will be paid in two instalments; one in the spring and the balance in the fall. People living in nursing homes, homes for the aged and similar in- stitutions, are not eligible for this grant. In late August, ap- plications for the 1980 Property Tax Grant will be mailed to recipients of the Old Age Security (OAS). Those who are over 65 but do not receive the federal pension are encouraged to call the ministry information centre. The $50 Sales Tax Grant was introduced to offset retails sales tax paid throughout the year. Sales Tax Grant cheques will be mailed automatically to all Oas pensioners in late September. Other seniors should contact the ministry for details on how to get their grant. Grants The new tax grants have several ad- vantages not evident in the Ontario Tax Credit program. These in- clude: Property Tax Grant applications are straightforward. There is no ap- plication for the Sales Tax Grant.
