Dear Midland and arearesidents On behalf of the Midland Town Centre Business Improvement Area Board and membership, welcome to downtown and we invite you to take advantage of our new 3-hr free parking program 365 days a year on all municipal lots. In co-operation with the Parking Authority we have attempted to devise a system which not only simplifies the parking process within the downtown core, but provides as well the convenience of long-term parking at no cost to the shopper who desires to spend a morning or afternoon visiting the many varied shops and stores within Midland's central business core. Free 3-hr parking on all MUNICIPAL LOTS 365 days a year has been created to make the downtown shopping experience as rewarding and hassle-free as possible. We urge you to take advantage of our program now and anytime throughout the year. Shopper support is essential to the maintenance of a healthy downtown community and our-success will be measured by the extent to which shoppers avail themselves of the con- veniences offered within the downtown core. Peter Palmer, Chairman, B.1.A. Dear Midland and area residents The parking system operated on your behalf by the Midland Parking Authority is an important asset to your town. The system provides parking for shoppers and employees in the downtown core ona_ seif sustaining financial basis at no cost to the ratepayers of Midland. The Parking Authority in conjunction with the downtown B.1.A has now instituted a free, 3-hour lot parking system for the benefit and con- venience of downtown patrons. How is such a system going to be financed? - The B.1.A. has agreed to an annual direct grant of $5,000. to the Parking Authority to help defray part of the costs. - Early in 1982, the street meters will be converted from 10c to 20c per hour. At the same time, new meters will be installed to replace some of the obsolete meters now in use. All meters will be of standard type, which are easily used and read as to time remaining. - Fines for all parking violations are now raised from $2.00 to $5.00. It is the opinion of the Parking Authority that a $2.00 fine is no longer a meaningful deterent to parking system abuse. At a cost of $10.00 per month, permit parking provides reasonably priced, convenient parking for downtown workers as well as bringing important revenues to the Parking Authority. The continuing aims of the Midland Parking Authority are: - To provide conveniently located, adequate parking at minimal or no cost to the downtown core, to manage and expand our parking system to help downtown continue to provide the great variety of shops and services needed in our area, to protect and increase the hundreds of jobs associated with downtown and to protect and increase the important tax base that the downtown core provides to Midland. The aims of the Parking Authority are being achieved AT NONET TAX COST to Midland's ratepayers. The Midland Parking Authority is determined to continue this policy. W.G.
