The township isn't allowed to buy a piece of property in advance of making an application, or apply to open a dump on property which _ it already owns. Once it has permission to open a dump, it can then obtain the land. Legislation permits expropriation, if necessary, to be settled simultaneously with the decision on an application. Objections to an application are considered as well at the same hearing.
