Perkinsfield site Tiny's top choice NSWMA goes to its En- vironmental Assessment Hearing next year, the township can go to the hearing and oppose the site with a strong case. At Saturday's public meeting, Tiny Township's consultants recommended site "E", the 80 acres of land adjacent to the Pauze landfill site, for the dump that would last for the next 20 years. "We're of the opinion that establishing a landfill site in candidate area "E"' would have the potential to have the least impact on the community and en- vironment," said Mike Pratt, a township consultant. Saturday morning's meeting at The Place was a continuation of a November meeting, said Environmental Advisory Committee (EAC) Chair- man Art Dyer. At the last meeting, held three weeks ago, Mike Pratt narrowed the site to two possibilities- -the North Simcoe Waste Management Association's site 41 (the Wayne Johnston farm) and site "FE", referred to as the Perkinsfield site. Since the Nov. 22 meeting, Tiny Township has said Pratt should not have said site 41 was being seriously considered as a site, never mind a favored one. Dyer said Pratt's com- ment was "an absolutely misguided statement that wasn't meant to be made at all."' Dyer reassured the Citizen, 'Council has taken a definite stand on using site 41. Our stand has always been no, and it always will be." Tiny Township officials withdrew from_ the NSWMaA when the other members refuse to aban- don a proposal to locate the dump on site 41, in the south end of Tiny. At Saturday's meeting, site 41 did not appear on the list of candidate sites, and according to Pratt, "it was eliminated because it failed the first step in the process of elimination", which is how the waste would affect groundwater quality. Pratt said site 41 was never seriously considered by the team of consultants. "Because of the focus the NSWM<A has put on site 41, we felt it was ap- propriate to compare it against the factors you have identified as impor- tant,"' he said. "'It fails the criteria you have selected." Site E, however, would not severely affect the water supply, thus passing the number one criterion, he added. "For the sake of evaluating site 41 to see how it would stack up, we assumed the NSWMA's conclusions were true,' Pratt said. 'The result of that is that site 41 and the Perkinsfield site score the same (regarding ground- water resources)."' The township's legal consultant, Harry Dahme, came to Pratt's assistance, and stressed again the con- straints established in a public survey in September More parking fines issued The Midland Police Department report for November shows that 267 more parking tickets were issued last month than in November, 1985. One reason for the jump to 737 parking tickets from 470 parking tickets is that, since the middle of September, town police of- ficers have been walking a beat downtown on a regular basis. The police as' well as the Parking Authority employee are is- suing tickets. The Parking Authority took in $4,500 in fines last month on 737 tickets, and $1,900 in fines on 470 tickets in November, 1985. An element new in 1986 is the introduction of $25 fines for parking in No Stopping zones. Regular parking tickets are $5. Despite the increase in number of tickets issued in late 1986, and the introduc- tion of $25 fines, the amount of fines collected as of Dec. 12, 1986, is little more than for all of 1985. Midland Parking Authority revenue from parking tickets for 1985 was $21,663. Between Jan. 1, 1986, and Dec. 12, 1986, parking fines totalling $22,834 were collected. Police Chief Ernie Bates said the early winter snowfalls of last month might have resulted in a Money maker number of extra tickets be- ing issued overnight. Parking tickets issued in Midland, of both the regular $5 type and the newer $25, are a sore point with a number of authors of letters to the editor.
