The youth first ap- peared in provincial court in Barrie Feb. 21, two days after Quesnelle was fired at and wound- ed by pellets from a sawed-off shotgun. Both appearances were for a bail hearing. Library to ask for money to meet demand If the Midland Public Library was a stock on the stock exchange, it would be rated a "blue chip." Since 1984 the number of library materials cir- culated has risen to 128,000 from 97,000. "This increase in the use of the library has clearly demonstrated that the state of library service is quickly reaching a critical level,' the members of the library board say. The board identifies as problems, too few staff; a book and materials col- lection which has no room to expand to meet increasing demand; a building too small for cur- rent and future needs; in- adequate public seating and study space; no ac- cess for the physically challenged; inadequate for programs which attract in excess of 5,000 people per year. Similar size libraries in Ontario have computer systems. Smokers have a much higher risk of dying from heart disease and stroke than non- smokers. Smoking accounts for thousands of deaths in Canada each year. automated system,' the board says. The 1989 budget sub- mitted by the library board to the town asks for money for a reserve fund and money to hire staff. The library operated on a budget of $280,000 in 1988. The library staff consisted of four full-time and five part-time staff. The Town of Midland contributes two-thirds of the library budget. The provincial government is a source of 15 per cent. Another 15 per cent comes from contracts with the townships of Tiny and Medonte. The remaining income is photocopy fees, library memberships purchased by non-residents and equipment rental income. The board suggests reasons for the increase in library use: Publicity about the building's renovation in 1986 and 1987 made more people aware of the library; An aging population has more leisure time; New _ services, _in- cluding talking books, multilingual books, and videocassettes; An increase in the number' of people educating themselves in- formally or through ex- tension courses; The move into the "age of information," when more people need infor- mation in their jobs; The closing of the Con- tact Information Centre has meant greater de- mand for community information.
