"ote, George Bogues, who has recently returned to town, was given 8 warm reception, his singing being much ap- preciated by the audience. The chor- useg by the schoo! children were also well reeeived. The monologue on "'My Friend Pat" wes somewhat dis- appointing. The lecture part of it waa uite up to the mark, but the surfeit of Irish jokes, while many of them were characteristically witty, wes not very edifying. Previous to ite third read a clause defining the powere of the town in respect to elec- trie lighting was eliminated. The Bill as finally passed empowers the town to {purchase- the Eleotric Light plant only, pursuant to the provisions of By-law No, 891, and to issue debent- ures for a sam not exceeding $5,000, to complete said purchase, and puts the town in a much better position than it would no doubt be in ander the Conmee Act. The Oonmee Act reads as follows: "Iv case there is any gas, electric light or water company inoor- porated for or in the municipality, the Council shall not levy any such special rate, or construct works for lighting the pubiio streete, antil such Council has by by-law fixed a price to offer for the works and property of the Com- pany or Companies, etv.,"'also provid. ing for tbe purchage of same. It is therefore oontended that when the town takes over the Electric Light under the provisions of this Bill, and of By-law No. 391, and issues debent- ares and pays for said plant, that the section of the Conmee Act does not a apply, and that-the town has the following powers under the general law governing the case, which is ar follows : 'The Corporation of every | +44y, town and incorporated village, shall have power to manufacture and supply for the use of the Corporation, and of all persons, electric, galvanic or any other artifical light or heat, and for these purposes to construct, improve, extend, hold, maintain, manage and condnct any work which they may deem requisite," ato. As we understand it, the Bill which been confirms the by-law and agreement between the town and the Electric Light Oo., which pro- vides for the purchare and taking over of the electric light plant, and aleo secures to the town the right to enter upon commercial lighting. As thie was the chief point at issne, it will be satisfactory to the citizens to know that the town is not debarred from entering upon commercial well as atreet lighting, which, in con- junction with the water-works system now under way, should provide a revenne siificient at least to pay for installing and operating both W ALLACEVILLE. t, Pleasant Re les yee i will ening, 26th inst.
