With regard to the Waterworks, in ten years it will be paid for and over 70 per cent. of the people of Stratford were supplied with water for $6.00 a year. A few years ago the hydrants were banked up to keep them from freezing, but only one becanie frozen last year, for which credit is due the Commission. We are getting water that is sec- ond to nonein the province, and he worked hard for.two years to get these results in spite of the fact that the Provincial Board of Health said it would be necessary to spend $150,000 to filter the water. These results and the present waterworks system cost the city nothing. The late Geo. McLagan said to the speaker at one time that Stratford's greatest problem was its water sys- tem, but now he would leave it to those present as_to whether that problem was solved or not. Mayor Brown took issue with Mr. Mason in regard to the $10,000 owing the Royal Bank, but the speaker told the meeting that the commission never owed the Royal Bank any more than $6,000, The amount that is in arrears on a business of nearly $200,000 is ouly $3,390 or less than 2 percent. which is less than arrears of taxes or any other business of its size. The actual amount invested is the plant is $1,025,006.65. Debentures not due $668,077.00 and Sinking Fund in the hands of the City Treasurer, $190,982.59, making the net debt $477,094.41. There has, therefore, been pat on Capital Account out of earnings after paying all interest and oper- ating expenses $547,912.14, said Mr. Mason. The $55,000 owing for sinking fund andinterest is real- ly the city's own debt as they own the property. Ex-Mayor Gregory during the meeting reminded the audience that the hydro shop was the wish of the people, and how near those who were not in favor of it came to losing their place on the commission This he remembered very well be- cause he happened to be.one of the members who took the opposite stand to the popular one at that time. Ald. Ballantyne thought that the Commission should give their estimates to the council like any other body or board, but the feasibility of this was impracticable said the speaker, owing to the fact cf-their not being able to tell in ad- vance how much they have to spend. H. W. Strudley moved a hearty vote of thanks to the speaker, and Ex-Ald. In 1922 city's general rate for taxes was 20,3 mills, and in '23 the general rate was the same, but in 224 the general rate is 20.05, which is only, said the speaker, an in- crease of 1-5 of a mill in three years. The Board of Education have had increased estimates of one mill each year for last three years. The 1924 estimates are 15 mills. The sinking fund is well in- vested. It is the policy of the city to buy city debentures to take care of the sinking fund which pald 54 per cent rather than leave it in the -bank at a much lower rate of. inte- rest. The statement that the Park Board had received $115,000 from the city, was refuted by the former chairman of the Park Board who said was $100,000 out, and that the Park Board had only received $11, §00 as an initial outlay. The city paid $362,000 for Hydro and for Patriotic Fund $165,000. The coun- cil really only had control of about g mills of city's receipts, and this year were allowing $2,000 towards the Old Boys Re-union. The amount paid for salaries last year was $25, 020 but no raises were made to any city employees this year. Frank Macklin in moving a vote of thanks to the speaker complimented the Chamber of Commerce on having secured 71 members from the ranks of the young men of our city and at the same time congratulated the City of Stratford because it had developed a type of citizenship such as these young men had proven themselves to be by joining the Chamber of Commerce. His worship the Mayor had always been an ex- ample in the public service he ren- dered, and therefore moved a hearty vote of thanks for the service ren- dered in his address of to-day.
