OTTAWA years .to come and far beyond their importance to the participants, being in the main aimed to establish an era of a higher level of prosperity for all mankind than this world has ever seen in the past several centuries. Behind the conditions of these financial transactions, which are eas- ily the most important events under discussion in Ottawa today, is the frank admission in well-informed quarters in this capital that the Bri- tish war expenditures were propor- tioned for victory a great many Bri- tish lives, imposed a scale of taxation unheard of in other English-speaking countries, used up public savings of many years, disposed of a huge part of overseas investments, and emerged from the war with a decrease of her exports by at east two-thirds of her pre-war figures. Such huge loans as are intended by the United States and Canada may provide an immense help to Great Britain in the interim period when imports may have to ex- ceed exports . It would allow funds for the purchase of raw materials, food and other essentials of life in the economy of the United Kingdom where the masses will be able to relax to some degree. the almost rigid aus- terity maintained in the country, though the war had ended for some months. Indeed, it is an austerity which is stricter today in Britain than during the war itself. It must be pointed out that it is recognized in Ottawa at this time that Britain was an extremely stable and large customer of Canada prior to the war and that this most desirable mar- ket must be retained somehow now |that the war is ended, especially since exports are being depended upon in this nation's capital for maintaining a proper level of employment and a suitable standard of living in the years ahead. Help- ing Britain, an extremely good cus- tomer, means helping Canada, with the general expansion of the world's economy bringing a possible mainte- nance of this nation's wartime pro- duction level. Moreover, it is whispered in rather louder than usual tones that there is developing a highly encouraging in- dication that the whole "question of trade barriers will be answered soon and this has been accompanied by a report of proposals for setting up an international conference on trade and employment. It is aimed to create a a world trading and a monetary sys- tem from which the trade of all na- tions can benefit and within which the trade of all countries can be conduct- ed on a multilateral, non-discrimina- tory basis. If such arrangements can be carried out properly, it will put an end to the fear of an economically di- vided world and it will make possible throughout the world an expansion of employment and production as well as the exchange and consumption of goods. Already Great Britain and the United States have agreed to begin preliminary negotiations between themselves and other countries for the purpose of developing concrete plans for carrying out such proposals, with Canada planning to send a delegation to Britain shortly for trade talks. In conclusion, these momentous happenings in Ottawa, Washington and London are not merely conversa- tions between financial and economic experts. These events, including the loan agreements, commercial negoti- ations, and the international mone- tary fund idea laid down at Bretton Woods, are in reality a three-pronged drive towards prosperity inside and outside of Canada. Their success or failure will decide whether the men, "women and children of Canada and other countries are to enjoy peace with. higher standards of living and full employment in the years ahead.
