I don't know the answer." It should be acknowledged that no bank president has received a family allowance cheque, unless that president is a woman with children under her care. Canada's family allowance programme scrupulously limits its benefits to women with children, and no such person has yet attained the presidency of a major Canadian bank. Family allowances represent a rudimentary form of remuneration for women with children under their care for the useful work they perform in providing such care. This pay- ment should not depend upon either the wages received by their spouses or the salaries they receive for performing other jobs. Women working at such a job as sales clerk in a department store are not sub- jected to the humiliation of having their salaries varied ac- cording to the wages received by their husbands. They receive the same wage for do- ing the same work. When family allowances were proposed in the Marsh Report of 1942, it recommend- ed that the universal basis fami- ly allowance payment should be the same as the allowance paid by the Ontario govern- ment to foster mothers at the time, which at the time was $14 a month for each child. If this ideal had been fulfilled, family allowance payments would now be at the level of $330 a monthfor each child, based on current On- tario government foster care payments of $11 a day for each child. There is no logic in the family allowances being paid to natural mothers being lower than those paid to foster mothers. It is all the same job. For four decades Canada's family allowance programme has been neglected. If public spending on family allowances had kept pace with public spending On education, they would now be at the level of $400 a month for each child. If public spending on family allowances had risen as fast as public spending on aid for the aged, basic family allowance payments would now be more than $600 a month for each child. CANADA MUST STRENGTHEN NOT WEAKEN FAMILY ALLOWANCES family allowance programmes, which is 50 per cent more than the number with unemployment insurance programmes. Such nations as France, West Germany, and Sweeden in recent years have massively increased basic fami- ly allowance payments to stimulate internal demand. In spite of the Mulroney pro- tests, the principle of "univer- sality†in Canada is observed in the provision of education. Canadian governments spend $30 billion a year on education and the rich are free to send their children to the public schools, and are not charged special fees for the privilege. The term "universality" is a misnomer in respect of family allowances, since they are paid only to women with children, and the payments vary according to the number of children women have. In these crucial respects, the fami- ly allowance programme is highly selective. CAPTAIN VIDEO:a it would be more accurate to say that family allowances are paidunder the principle of "uniformity of payment, ir- respective of income," and since they are a rudimentary wage for caring for the young, this is unexceptionable. The task now is to expand basis family allowance payments to the point that they provide full social justice to children and the women caring for them. In spite ofMulroney’s ill-informed comments, family allowances should not be tampered with. By Robert Rossi Miller has been a long time advocate of more expressways running into the city's downtown core. During the re- cent Tory leadership campaign, he particularly emphasized ex- tending the Spadina, and to a lesser extent, the 400. However, the recent establishment of 'Barrier Park' (that three-foot strip of land at the foot of the Spadina ex- pressway) has dampened Miller's hopes of coming through on his campaign statements. Nevertheless, it is a 'pet issue' for him, and chances are that the year may witness some renewed movement in the direction of extending the 400. If so, Miller will get a good fight from Alderman Richard Gilbert, whose ward three riding would host any possible extension of the 400. In a re- cent interview, Gilbert said that he was strongly apposed to anymore expressways running into the city, especially ones that will be 'ripping up" his ward. Gilbert maintained that such a project would be detrimental to the area. Not only would there be a lot of disruption along the route as a result of the densely packed area, but the incredibly large number of cars would cause a complete paralysis in the core. So, what is the answer? Gilbert claims that Toronto simply needs better public transportation. He approves of extending the subway lines in both directions. Such an alter- native policy would cost less, benefit more, and would not cause as much disruption. Although Miller has not yet stated anything on the possibili- ty of extending the 400, Gilbert plans to get in touch with the Premier with the next few weeks "to clarify his remarks and see what action he's going to take."
