Council, at its meeting on October 6th, adopted a policy requiring 50% of its new fire-fighter hirees to be women, aboriginals, disabled or visible minorities. Only myself and Councillor Nunziata voted against adoption of the above policy. The reasons for our opposition were: (l) This preferential hiring policy sets a dangerous precedent - that of hiring on a basis other than the person most qualified for the job. This principle is important for all jobs but is particularly important for fire-fighters since they are involved in the protection of citizens' lives and property. (2) This policy constitutes reverse discrimination against Canadian white males since 50% of the available jobs must be given to people from the above target groups. (3) We didn't think it was fair to single out fire-fighters for a policy that doesn't apply to all other City employees. Why did the rest of Council adopt the above policy? It is my opinion, that they did so for two reasons: (1) They accepted the argument that because 97% of the existing fire-fighters are white males, that of and by itself is evidence of individual or systemic discrimination. I don't agree. There are numerous reasons why the above percentage is at 97%: one obvious one is that there has been very little job circulation in the current economic conditions. (21) Other councillors bought the proposition that you have to tilt the hiring process for minority groups, otherwise they'll never be hired. I don't buy that argument either. The clear evidence is that over time, positions will reflect, to a somewhat imperfect degree, the demographics of the population. As an example, over 50% of Law School applicants are now women. Readers may wonder why the push is on now for this kind of hiring policy particularly in these recessionary times. The pressure behind the above policy is the proposed Provincial Employment Equity Legislation. It is my opinion that the bill should be called "Employment Inequity Legislation" since it supports preferential hiring for targeted groups. A zero tax increase has again been targeted for I994 and Council has adopted a policy for 1994 in which each Councillor will meet with his ward residents to review a draft 1994 budget. Public meetings have been scheduled for mid January and mid February next year - watch for notices. Many residents attended the public meetings concerning the Weston Secondary Plan. The consultant is now studying the various comments made by residents at these meetings and will then prepare his final report. There will be an opportunity for further public input after the final report has been submitted. It was one of my campaign undertakings to review the multiple stop signs at the intersection of Church and Joseph Streets to see if improvements could be made. After meeting with residents in the area it was decided to remove two of the three stop signs, install a yield sign on Joseph Street and warning signs on Church Street. My sincere thanks to the citizens and City staff involved in this resolution. A public meeting was recently held to discuss problems with the intersections of King and Weston and Lawrence and Ralph. Recently, there was a serious personal injury involving a school child at the King and Weston intersection. There is an ongoing problem with students from C. R. Marchant trying to cross Lawrence Avenue. Metro Chairman Alan attended the meeting along with Metro Staff. Both myself and Trustee Bonnie Taylor have followed up with Chairman Tonks and expect to meet again to come up with an acceptable solution to these problems.
