Somehow, we think not. Rightly or wrongly, ihe governâ€" ment in Ottawa is being accused by all the opposition parties of playing a game that will net someone "milâ€" lions under cover." It seems a group of prominent Liberals are seeking to enter the extremely lucrative Toronâ€" to television market and the opposiâ€" tion claims that the government may give this group that right without first holding public hearings. At the same time, the government in Queen‘s Park is being &ccused by the: opposition of giving private in: surance companies special â€" concesâ€" sions in the field of medical insurâ€" ance. At the municipal level there is no organized opposition, but there is the constant complaint registered by councillors and private citizens that someone is getting a special deal on a piece of property or someone got the window cleaning contract because he is some council member‘s‘ buddy â€"especially around election time. We can ever tell the motives of politicians who want to rezone a piece of property in a~ residential community from single to hiâ€"rise? In the past dozen years, cases have geen recorded of political patronage. and undoubtedly there will be more proven cases in the years ahead. If North York‘s new code of ethics is to mean anything therefore. it is not to legislate against graft and corâ€" ruption, but rather to become a set of ideals for private citizens to consider on deciding if they will be candidates in the next municipal election. Is there patronage in Ottawa or Queen‘s Park? The answer is yes, there has been, there may be some now, and there is every chance there will be more in the futue. planning Municipal government the size of Toronto‘s or North York‘s is a multiâ€" million dollar business. It is impossiâ€" ble for alderman, councillors, the press and public to enquire into the real motive of every policy adopted and decision made. The North York ethics committee makes it plain that politicians should not seekâ€"or grant special favors beâ€" cause of their position in public ofâ€" fice, but more often than not, only the politician can decide and account for his own actions. A public watch dog will never be able to make the decisions for politicians. Because dishonesty _ cannot be stamped out by legislation,. it does not necessarily follow that the proâ€" nosed ethics code is without merit. It offers a set of_reasonable guidelinâ€" es for municipal officials and should be studied and enacted as legislation by Queen‘s Park. wESTON no child of eleven years is mentally equipped by experâ€" ience or education to assess such things as belief in God, Heaven. They say unless the federal and provincial .governâ€" ments bow to their demands for more money, it will have to be levied against John Q. Homeowner. Here. ironically, you have a choice. If you speak loudly enough, instead of paving an increased tax either through property ownership or through your rent, you can>demand that the federal and provincial governments who get their money fronr you. pay the municipal bill instead. The reason taxes constantly increase. say the politiâ€" cians with convincing logic. is the pressing public demand for more schools. hospitals. welfare pavyments. homes for the poor and so on. To be elected they argue, a politician must promise utopia, which is always just around that evasive corner. Therefore. if the public wants politicians to cut rather than increase taxes, he should insist that politicians exercise a little restraint once in a while. No one can deny the need for schools and hospitals. but can‘t ways be found to put a limit on the cost of educating each child? Surely with â€"the enormous amountof research. development and progress this province has witnessed since 1945. it should be possible to limit the cost of educatinz a high school student at. sav. $600 a year and the cost of public school children at. say. $300 a child. Surely less hospital and medical care would be needed, if more monev was spent on preventative medicine. Highway are an economic asset. no ore would. dispute that. Therefore why not insist that the oil companies and gas stations and property owners who derive the greatest direct economic benefits bav the greater share of highway construction and maintanence instead of the poor motorist? In Canada it is becoming fashionable for the federal and provincial governments to lift a leaf from President Johnson‘s book and declare war on poverty. * In my opinion. the provincial Conservative government by slapping taxes on almost everything except food. has defeated the avowed purpose of the poverty war.
