The pace of developmert in North York since the 1950‘s has been quite fantastic, but unfortunately, the pace of installing essential municipal servâ€" ices has fallen far behind. When seemingly bigger issues are at stake, such as a proposed multiâ€" millionâ€"dollar civic centre in the heart of Willowdale, it is often easy for members of council to overlook the needs of the little guy who foots the tax bill. In essence, the aim of the program sponsored by Controller Hurlburt is to pave streets and install curbs, gutâ€" ters, sidewalks, catch basins and storm sewers wherever these are lacking. i Mr. Hurlburt contends, and we are inclined to agree, that if North York officials prepare a _ comprehensive street improvement plan, there are a number of different grants and subsiâ€" dies that the township could apply to the federal and provincial governâ€" ments for under existing legislation. The question that must puzzle the thousands who live on sadly neâ€" glected streets is why has it taken so long to begin on a stree!l improveâ€" ment scheme? As we see it, possibly this coming winter or next spring, priorities will have to be set and contracts let.
