The solution then, lies with York council urging Metro to petition to the Province to amend the Assess: ment Act so that people who improve their homes aren‘t stuck with an inâ€" creased tax bill and those who let their properties devalue the neighâ€" borhood don‘t get the benefit of lower taxes. The present municipal taxation system is archaic, _ discriminatory, and unfair to people who want to maintain and improve their homes. Under the Ontario Assessment Act, the Metro Assessment Department is required to penalize homeowners who make improvements with higher taxes and to "bonus" homeowners with reduced taxes if they _ allow their properties to deteriorate. Strictly Confidential The strict secrecy of answers given for completing the quesâ€" tionnaires is also protected by the law, with both heavy fines and © imprisonment, the penalty for divulging Census informaâ€" tion. Merchandising _ The Census of Merchandising and Service Establishments will also be taken beginning June 1. This helps businessmen to estiâ€" mate the size of the market, calculate their share of the marâ€" ket, select the best kind of reâ€" tail outlets for the products and compare their costs with the avâ€" erage costs of other businessmen in a similar industry or business Begins June 1 Although the Census officially begins on Wednesday June 1, 1986 very few people in the Wesâ€" ton and North York area will get a call from the census taker ou that day. In fact only a small proportion of the area populaâ€" tion will be enumerated next week. _ There are about 300,000 merchâ€" andising and service businesses in Canada and this will be the first 5â€"year Census undertaken in the field: In theory the Census starts June 1 and continues on until completed. But when he advocates a number of dictatorial meaâ€" sures that would give sole control of industry in this country to the Federal Cabinet, I think that he is beginâ€" ning to step on vary dangerous ground,. . â€" â€" Whatever measure of U.S. influence there is on Canâ€" adaian industry, I suzgest this influence is far less danâ€" gerous than trying to run Canada‘s industrial complex from a push button centre on Parliament Hill Another dangerous flaw with Gordon‘s proposals is that he could make Canada an unattractive place for forâ€" eign capital to flow into. Suppose for instance. you want to build a tool and dye works.
