A most serious effect of the 11â€" week strike involving 3,00C workâ€" ers, said Mr. Gathercole, is the delay caused to Hydro‘s billion dollar program designed to meet the increasing power demands for the people and industries of Onâ€" "Unfortunately, we have lost a great deal of time which will not be possible to recover. The strike has jeopardized our plans of addâ€" ing a capacity of more than one million kilowatts to meet the deâ€" mands of this coming winter." While holding to these princiâ€" ples, the Commission recognized Mr. Gathercole said that while the full impact of the strike canâ€" not yet be assessed, it is evident that several installations can not be completed in time to meet scheduled inâ€"service dates. The issues in the strike were particularly difficult because they involved what the Commission deemed to be matters of principle.
