He argued in favor of Metro establishing its own purchasing department and he submitted a letter of resignation. The resignation from his $3,000 a year post at Metro Council is according to plan " laid down by North York Council in I967. It was decided then that the fifth seat that North York held at Metro would be shared on an annual basis among the borough aldermen. It was decided in the beginning that Alderman Murray Chusid would take the year I967, with Mr. Williams taking 1968 ind Alderman John Booth taking 1969, the final year in the three year term. . On the question of the purchasing department, Mr. Williams saw no need for the city purchasing department doing the purchasing for both the city and Metro government. Metro pays a $140,000 fee for this service. Mr. Williams contended that city officials were spending the bulk of their effort purchasing equipment and stores for Metro government. York Mayor Jack Mould gave Mr. Williams some support and agreed that Metro executive should look into the possiblity of establishing a Metro purchasing department. Metro council decided that the executive committee should consider Mr. Williarn's proposal. York plans to use the carrot treatment before the stick in trying to get people to shovel their sidewalks and get theircars off the road after a heavy snow storm in order that the streets can be cleaned. Over 50,000 leaflets dealing 'with York's snow fighting service will be distributed to home owners in the borough by York's Works Commissioner Colin Macdonald. Tips offered in the leaflet could apply to North York residents too. The motorist will be given the following advice: Do not leave your car parked on the street during snow clearing operations. Put on snow tires. Carry a pail of sand or snow melting chemical in your car to help you when you get stuck. Drive at reduced speed on new fallen snow and avoid heavy braking. Frequent washing of your car with special attention to the under carriage will reduce the corrosive action of road salt.
