The cost of such a guard, the OMB chairman said, rests with either the apartment developer or the municipality. The virtual order came on an application for approval of a bylaw to allow construction of a 10â€" storey apartment building on a six acre site. J.A. Kennedy, OMB chairman said it appeared that the existing policy of North York traffic authorities was not to provide protection for school children crossing streets until the need arises. "I am thinking only of the lives and limbs of children,"‘ Mr. Kennedy said. "If Vaughan and Markham were boroughs in the Metro federation there would be no question but that we would have an obligation to supply adequate municipal services," Mr. Campbell said. In return the boroughs would contribute to the Metro treasury for services received and Metro would benefit from increasing taxable assessment. "I don‘t like package plants,‘" Metro Chairman Albert Campbell recently told Metro planners. The alternative would be the early admission of the municipalities of Vaughan and Markham into the Metro federation. +++ In an unprecedented decision the Ontario Municipal Board has directed that North York must provide a crossing guard for children on Leslie St. The package plants would be needed until Metro or the province through the Ontario Water Resources Commission is able to provide a main trunk water and sewer system. Metro‘s exâ€" perience with package plants, (1949â€"1957) has not been satisfactory,. Pollution of the Metro watersheds has long been a problem and there is a fear that package plants in Vaughan and Markham could contribute to the pollution problem. Metro is concerned about the possible establishment of a network of package sewage plants outside its boundary to serve development in Markham and Vaughan. The package plants would be located on Metro watersheds, including possibly the Humber area. m Metro wants to have a large measure of â€"influence and control over future development beyond its boundary if it is going to provide basic municipal services. This is a decision that rests with the province. If the two semi rural municipalities were admitted to Metro, in one fashion or another, its conceivable, Metro officials admit, that the boundaries of the existing Metro boroughs may be changed. An example would be North York taking sections of Vaughan and York taking sections of North York. This would be a form of annexation or readjustment of municipal boundaries within the Metro federation. If these two municipalities were admitted to the Metro federation, some officials contend it would be logical to adjust the boundary of York and North York. As part of York‘s official land use plan the extension of the York boundary northward to the Lawrence Avenue area and south to St. Clair Ave. was advanced as part of future development policy. Metro Planning Board considered that this should not be part of the official land use plan. Metro Planning Board has approved in principle the establishment of interâ€"municipal water supply and sewage systems to encourage limited urban development in Vaughan and Markham. Metro Council has a problem. Should it provide municipal services, mainly sewer and water facilities, beyond its boundary to fast growing semi rural municipalities. In some ways its 1953 all over again.
