An inability to communicate in city terms appears to be the chief stumbling block of rural immigrants in Toronto, accordâ€" ing to Miss Edith Ferguson of the International Institute, who recently addressed the *;:er- sity Women‘s Club of Weston. Miss Ferguson has published a report of the needs of rural immigrants from soutbern Eur ope which is a result of two years of intensive study of their problems. She is now engaged in another < project concerning their educational needs. She pointed out to club memâ€" bers that immigrants to Canada after the war were mainly poliâ€" tical refugees who refused to go home because home had become communist. Many of these were professional and business peopâ€" le who had little trouble adjust ing to Canadian ways. "In the last ten years, skilled labor has been drying up beâ€" cause of the common market," she went on, and Canada is now getting immigrants from rural Greece, Portugal and | Italy. When it was discovered that they weren‘t being well inteâ€" grated, the International Inâ€" stitute, a United Appeal agency, undertook a study of this. As an example of the urgency of this problem, Miss Ferguson stated that now there are betâ€" ween 12,000 and 15,000 Portugâ€" uese families in Toronto, while only 11 years ago Toronto had only four Portuguese families. There are 30,000 Greeks in the Metro area, and 1/10 of Toronâ€" to‘s population is Italian. These people would have difficulty in any city â€" they have never seen a vacuum cleaner or a telephone, never had a newsâ€" paper subscription, never writ ten a cheque," They come from a very, very old rural society, and are at a complete loss when they attempt to communicate with teachers, employers, Workman‘s Compenâ€" sation or other officials. They can‘t complete forms properly and can‘t read report cards, so they can‘t even tell how their children are doing in school, exâ€" plained Miss Ferguson. On arrival here, the average rural immigrant "wants to go home rich and be a big wheel in his village, so he doesn‘t make an effort to learn Engâ€" lish. He gets used to the vacuum cleaner, the telephone and the bathtub and doesn‘t want to go home, but wants to stay and learn English." To combat this growing proâ€" blem, the International Institute has set up many English classâ€" es in various parts of the city, and also has a program for upâ€" grading â€" training â€" and | skitls. Over 2000 immigrants attended English classes five nights a week last summer. There were 147 (including 115 Italians) reâ€" gistered in a six week English course given in a North York school last spring, and they atâ€" tended classes four nights a week. The Institute has been the first place to offer day classes "‘The Shoppers Paradise" WESTON as well for shift workers and Laborers who cannot attend evening classes. Miss Ferguson said that the upgrading program also faces difficulties, of which "I‘ve been to school" is the most common. ‘‘They come here to make monâ€" ey, not to go to school, and are hard to motivate. They need more English, math and elemâ€" entary science in order to learn a trade so as not to be on unâ€" employment . rolls." The speaker felt that the big problem now is the lack of eduâ€" cational accommodation â€" techâ€" mnical schools are crowded and not many want to supply janiâ€" tor service on Friday and Sat urday nights, although the imâ€" migrants are available and willâ€". in.i to go to school then. ; "In conclusion she stated "It: seems that we have expected more of these people than they can give. They are willing to work, willing to pay their debts, have clean homes and look after their children well. We expect them to learn English as well. We criticize them for living in rolonies when that‘s the way they lived at home. They‘re not aware of automation or wel« fare. Back home neighbours helped each other, and they try to live that"way here." Miss Ferguson has advised the setting up of "Citizens‘ Adâ€" vice Bureaus" to help establish contact and to prevent exploitaâ€" tion of newcomers. She feels teachers should be better trainâ€" ed to deal with the "veritable United Nations in their classâ€" rooms". The International Institute has recently opened offices in Berâ€" ut, Cairo and Madrid, and now has a request for one in Hong Kong.
