He blamed York eouncil's refusal to accept his bid to hook his cable wires to their Hydro poles for the delay. Mr. Keeble appeared before council Monday requesting his company be given permission to forego the usual cable hookup with Bell Telephone lines and be given permission to run their cables along the borough Hydro poles. Keeble Cable Television has the cable rights for part of North York and for the area of York bounded by Eglinton Avenue West on the south and Weston Road on the west. The cable company received North York's consent to use their Hydro poles for cables a short time ago. They were seeking the same agreement with York this week. Council gave first and second reading Monday to a bill prohibiting passage of heavy trucks on 51 borough streets. "A heavy truck, in the insurance business means a vehicle weighing more than 7,800 pounds," explained Alderman Peter Bosa, "Pick-up trucks would still be allowed through- fare." Borough Solicitor Harry Boland explained the bylaw would apply to all trucks over 7,800 except on delivery on the street. It would not apply to through traffic. This means garbage trucks, furniture moving trucks and the like would probably be illegal on 51 streets in York. Controller Jim Trimbee commented, "I'd hate to see our snow removing trucks ticketed after the first snowfall." So council decided that perhaps Mr. Boland should look into the bylaw further before it gives its third and final reading. York’s other cable television companies -- Graham Cable, York Cable and McLean-Hunter Cable Television - all have signed agreements with Bell Canada tor their cable lines. Had York agreed to the Hydro hookup, borough homes in the Keeble area would have received cable television this winter. "Bell poles should be used where available and they are available in Mr. Keeble's area," he told council Mr. Keeble said York would gain an additional $9,000 or t10,000 if they ac- cepted his offer. He based his calculations on the yearly rental of $3.50 a pole for 1,700 or Hm poles. He also said York Hydro would benefit from the 53 additional poles that would have to be erected by the cable operator for full area coverage. He promised his company would share costs should York Hydro decide in the future to go un- derground. He said that whereas Bell Canada would want at- tachments on an poles for the cable lines, Mr. Keeble would require 1,700 pole attachments to wire the area the borough.
