The controller spent some time lobbying last week to get a seat on the committee. There was a vacancy because of the promotion of former North York controller Paul Godfrey to Metro chairman. North York‘s new _ controller _ William Sutherland won the seat. A survey by Metro has disclosed that property in Metro with a total taxable assessment of $1,381,545,602 is exempt from municipal taxation. Nearly $8â€" billion in property assessment in Metro is taxable. According to the survey North York has $257,392,000 in property assessment exempt from taxation. York has $44,421,643. Government buildings and churches are among properties exempt from civic taxation. Metro council was warned about the high cost to families visiting Metro‘s new zoo for a few hours. It is estimated that the total cost including parking, food, rides and admission would be about $15. The majority of council members hesitate to approve a $14,000,000 zoo ride. Metro parks committee last week decided that Metro works committee was better suited to handle a North York request for the formation of a Metro environmental control committee. North York believes that such a committee is needed to protect Metro area, natural woodlands and conservation areas. The parks committee must have interpreted the request as a desire to have clean air and water with the result the North York proposal has gone to the wrong comâ€" mittee. Serving the community since 1890 Thursday, September 13, 1973 Metro Chairman Paul Godfrey has upset the Borough of York with his proposed redistribution of seats on the 32â€"member Metro council. York is outraged that it may lose one of its three seats on Metro council. York and the city are the only two Metro municipalities that would lose seats under the plan which must get Metro council approval. What hurts York representatives more is the fact that East York, smaller in population, gets to keep its two council seats. Mr. Godfrey has submitted the redistribution in an effort to establish some form of representation by population on the council of the municipal federation. York would retain its seat on the Metro executive, where the Mayor sits, but North York and Scarborough would get one extra member each on the top level executive committee which recommends policy. Three options were presented by Mr. Godfrey. Option 1, to increase the present Mayor Philip White said he was dismayed. In taking away one seat from York and two from the city, the Metro Chairman would give two additonal seats to North York and one to Scarborough. Board officials felt that it would be easier to begin the program at the junior levels for the first phase, as there would be less for the students to unâ€"learn in the way of familiarity with the Imperial system â€"â€" and techniques for conversion would then be more easily developed and evaluated. Metric usage would progress upwards through the system, keeping pace with, or ahead of, the students first using it this year. membership of Metro council from 32 to 37 members, would give North York three additional seats and Scarborough and Etobicoke one additional seat each. Option 2, would retain the present Metro council membership at 32, decrease the membership of the City of Toronto by two seats, the Borough of York by one seat, giving the Borough of North York two adâ€" ditional seats and ‘the Borough of Scarâ€" borough one additional seat. OptiBn 3, would expand the membership of the Metropolitan council from 32 to 45 members. At York‘s council meeting on Monday, the borough council members voted to support and endorse Option 1, retaining its three seats. The resolution expressed an objection to Option 2, mainly because it would create a 45 percent variance in representation by population between members of Metro council and would reduce the number of members elected by popular vote to 17 out of a total of 32, the remaining members being appointed by their respective councils. This, the motion stated, would reduce the voice of the electorate in the choice of their representatives on Metro Council. The Many senior mathematics and science courses already employ the Metric system. Workshops have been held for elementary and secondary teachers, and sets of Metrication teaching materials are being purchased for the schools. The teaching of the Metric system is not only of benefit to the students in : the Elementary schools, however. A parent who must listen to his children describe their environment in litres, grams and metres, will have an edge on the rest of Canada when Metrication hits us in the midâ€"70‘s. motion also stated that, although Option 3 would provide a minimum variance in representation by population, it would substantially increase the size of the Metropolitan council, a fact York council felt would be undesirable. Controller Douglas Saunders noted that York is 50 percent larger than East York but would have to give up a seat on the proposal while East York remained the same. The redistribution of seats, the mayor indicated, will spark a new effort on the part of York to demand an expansion of York‘s municipal boundary up to at least Lawrence Avenue and south to the morthern frontage on St. Clair Avenue in the city. York expects to receive support from the City of Toronto who also face losing seats on Metro council if Option 2, were endorsed. The council would remain the same size with the seats from Toronto and York being allocated to North York and Scarborough. Metro executive have deferred reaching a decision on the proposals for two weeks. Once Metro executive approval is given, the proposal will require approval from Metro council.
