In 1923 Dora became involved with the Canaâ€" dian Red Cross society, Toronto Branch, through the wife of Rev. A. J. Arthur. She canvassed for the Red Cross, the Red Feather and is currently 21 and landed in Mount Dennis where she stayed with her_ grandparents until the arrival of her parâ€" ents. The second Sunday she was in Canada she became a member of the congregation of the Church of the Good Sheâ€" pherd where she still belongs. She was a charter member of the Anglican Young Peoples Associaâ€" tion, a member of the Girls Club, sang in the choir and spent many years in Sunâ€" day School work. Mrs. Spencer came to Canada when she turned Dora was born in Engâ€" land in Jubilee year, 1897, in Staffordshire. She has three brothers and a sister. In England she attended a Roman Catholic Day School while her church affiliation was that of the Church of England. Mrs. Spencer has devoted most of her life to charity, and has worked for many charâ€" itable associations as well as her church. At the age of 10 Dora was street corner canvassing for charity in England such as the Life Boat Association who raises funds for the needs of their seamen. At 18 she was a charter member of the Queen Alexander Rose Day for Hospitals in England. Move to Mount Dennis The other day I dropped in to visit an old friend, a lady who has been very active in the Borough of York for many, many years. Her name is Mrs. Dora Spencer of Mount Dennis and Weston, and this is her profile. Also, much credit should be given to the Treasury Department for good financial manageâ€" ment in the past year. In a climate of fiscal restraint, the Borough Commissâ€" sioners and their staff came through with flying colours by streamlining operations and practising Personal Profile by Ruth Russell The new budgeting proâ€" cess, "Zero Base", adopted this year gave the Alderâ€" men an opportunity to get involved as never before and they are to be comâ€" mended for their efforts. The budget, a record low of 6.4% increase in the local mill rate, was given tentative approval and council also decided. to hold a public meeting in the Council Chambers at 8 p.m. on Monday, April 21st, 1980 to discuss the final tax rate before it is set. They teamed the St. Andrews Van and visited such places as Ponce Coupé, Dawson Creek, the Peace River District and so on. Their first trip was to the far northâ€"west and the second to the Brandon, Manitoba area. Dora has many interâ€" esting photographs of her trips into the wilds. There was a picture of a house being moved along the dirt highway on its way to Dawson City. There were logâ€"cabin homesteads, ladies washing their famiâ€" lies clothes in wash tubs out in the open. A picture of the Peace River Ferry which was an old wooden flat barge really took my eye as Dora has with it a picture of a new modern Dora married Charles Spencer in 1932. He was the People‘s Warden of the church of the Good Sheâ€" pherd at that time. They lived all their married life in Mount Dennis. Charlie spent 15 years on Council. During his tenure of office he was responsible for havâ€" ing the T.T.C. bus service extended from Mount Dennis into Weston. He spent many, many hours convincing the members of Council that York would be financially better off with their own Hydro Electric System. It has been proven many times that we have one of the lowest hydro rates in the province. After many years of ill health Mr. Spencer passed away in December, 1965. the Borough Chairman for the United Way. T.T.C. A review of the procedures associated with issuing work orders and reminders by the Building Department should elimiâ€" nate a lot of red tape and relieve the staff of much unproductive time.
