A bill providing for the expropria- tion tor a public park of the block of land southeast of the new C.P.R. station, from Canning Ave. to a point .150 ft. east of Rowland Ave., 1sling- top, will be submitted for your ap- proval. In view of the fact that so many hundreds of our Indian wards gave their lives for the Empire in the Great War, thus proving themselves worthy ot citizenship, a memorial to the Dominion Parliament will be sub- 'mitted to you, requesting legislation from that body to give the India"ns of Canada the same rights and duties under law as White men, breaking up their tribes, and allotting to each fam- ily its own share of land. My advisers are convinced of the necessity for the taking ot some dras- tic measures to force unmarried men to assume the full duties of citizen- ship devolving upon them. To that end a bill will he introduced propos- ing a tax on bachelors. Unemployment, the world wide re- sult of the conditions to which I have referred, has received the most anx- ious consideration. Measures have been taken to bear a substantial share of the charges for the relief of gen- eral unemployment, and special meas- ures have been takeifto assist dis- abled and partially disabled ex-ser- vice men. These will be submitted to you for approval. . The Islingtoh mock parliament will open with all the pomp and glories of a real parliament on Fri- day evening, March 4th. Great and elaborate preparations have been made and no time or expense has been spared on the speeches and leg- islation that will be presented. One can get a glimpse of the thorough- ness ot this preparation from the speech from the throne as follows: Honorable gentlemen of the Legislature: On the eve 'of the opening of a new session of the Legislature, with a new party in the seat of power, I am glad to be able to congratulate you on the relative, prosperity of the country and its comparative freedom from that unrest which 'agitates and paralyzes so many less fortunate lands. We are undergoing a period of limited production, with consequent unemployment. It is nevertheless a matter of rejoicing that a general re- duction of the cost of living has set in, mitigating the situation to a. large extent. Some three hundred persons gath- ered in the school auditorium on Fri- day night last tophear the talk given by the Rev. E. ll. Young. lie is the son of an Indian missionary and was born in the land of the Ftedsliin.,flis description of their habits and life was most interesting. His pictures thrown on the screen had all been taken from life. Although dealing principally with the Crees, Blackfeet and Stonies, the men of the western plains, he touched on the American Indian as a whole. One hundred (101- ored slides, dealing-with the Indian in his brimitive, state up till the pres- ent, their mode of living, travelling, style of dress and customs, as well as their implements of whr and domestic use, were, all ot educational value. Probably one of the most interesting features was the native dress and CQS- tumes, with their brilliant colorings and handsome beadwork. On Friday, March 4th, a continuation of the mock parliament will be presented. At the friendly hour meeting held in the Methodist Church on Sunday evening Mr. Whitfield gave a very in- teresting talk on Northern Palestine, illustrated by some splendid slides, which gave a splendid description of the country' and different customs. ’ Ministers without portfolio: The Hons. Gentlemen ot the Legislature: In inviting your careful consideration of the important matters which will en- gage your attention in the present session, I trust that you may be pros- pered in all your consultations to the safety, honor, and welfare of our Sovereign and this Province. Gentlemen ot the Legislature: Es- timates for the next fiscal year will he submitted at an early date, mak- ing provision for the various services ot government. These have been tormN with a view to strict econo- my, all the more strict because of the riotous career of expenditure and ex- travagance indulged in by the late de- funct Government.
