Humphrey Mitchell, Minister of Labour, stated in discussing the role the National Employment Service is playing in this work. The finding of suitable employâ€" ment for parolees and those who have completed sentences in proâ€" vincial jails and reformatories has become one of the major efforts of the Special Placement Division of the Employment Service, the Minâ€" ister said. Special placement officâ€" ers hay been appointed for this purpose in all provinees. While some exâ€"convicts have failed to measure up to the confidâ€" ence placed in them by their emâ€" ployers and the employment officâ€" ials concerned, the great majority, ‘unounting to several hundred annually, have made good, the Minister said. An experiment is now being conâ€" ducted in Ontario, in cooperation with the Penitentiary Commission, in expanding the sérvices for the placement of persons discharged from Federal penitentiaries. The Minister stated that the Employâ€" ment Service had received excellent cooperation from the Justice Deâ€" partment, penal institutions. and the welfare associations, including the John Howard Society, but that the problem called for further organization. It was not the intention or purâ€" pose of the plan to convert the Special : lacement Section of the Employment Service into a. welâ€" fare agency, but it was felt that the conccrvation of human résourc» es was of prime importance to the Dominion, and these men and woâ€" men, in spite of their record, must be given a chance to regain their status as, ordingry citizens, the Minister said.
