Freâ€" quently, when criticism is made of the Government in power, it is confused with criticism of Parliaâ€" ment. This is a fundamental error, because Parljsment contains within itself not only the Government, but the Opposition to that Government, which is capable of becoming the Government if the majority party does not command a majority in Parliament, . Therefore, Parliament does not only contain the Governâ€" menrit, but it contains an alternative Government which can undertake sion there ‘s a tendency to confuse the component parts of Parliament, and there exists a considerable lack of understanding between the funcâ€" tions of Parliament and those of the Government. Form Teenâ€"Age Bible Class At Anglican Church I have stressed this point in the first article of this series for the coming Session. I do so so that my constituents may be informed on my actions during the coming Sessions. I shall endeavotr to keep this series informative and factual, but this is a political article, and I repeat the byline which P use for this seriesâ€""Politics is the Science of the Wellâ€"Being of the People." The function of the political party is to elect enough Members to the House of Commons so that they may form & majority and undertake the business of Governâ€" ment. This is basically the British ruliamenhry system, and is unique in the world. It differs greatly from the American system, where the Executive Government may not, and frequently does not, enjoy a majority in Congress. Our ‘nystem of Government and Opposiâ€" tion is the most flexible form of Government devised, because it keeps a constant check and balance of the people‘s wishes through the machinery of the Parliament. As a Me: .ber of the Oppositi>n, it is my function to oppose the Government in measures that I onsider to be unwise. It is also y function to explain to my conâ€" stÂ¥uents the recson for my actions, and furthermore to be prepared to offer an alternate plan to that of the Administration, so that if the Government is defeated, I shall be able to assist my party in the formation of another Government. . It is said that Parliament is tmap l o ho tet mt thas vernment is supreme, the lack of understanding of this funcamental . fact . which brings on dictatorships. . Parlizment is supreme because Parliament repreâ€" sents the people by direct election. Government is not suprteme beâ€" cause the Government merely represents the will of the majority of the elected members, and with the multiplicity of political parties, it frequently does not enjoy the majority of the actual votes cast at an election, s the administration if it defeats the majority party in the House. At first opposing the recommendation, Reeve John Warren of East York argued that it wasn‘t good business to put that much money aside when it might not be used during this year.
