I can only finish on one note. If this is not a turning point in the world‘s history, what bloodâ€"letting will have to occur due to apartheid beâ€" fore a turning point does occur? This is every Canaâ€" dian‘s problem to the extent of expressing his disgust at inhumanity on a vast scale within the Commonwealth. My stand is clear and I call on all Canadians to make theirs clear too by writing to their M.P.‘s or the newsâ€" papers. i THE SINGLE TAX Cvril Bell During this season many Christians myemn)'wm:h for the gift of the Holy Fire at the Church of the Holy Sepulchre. For each year on Saturday of Holy Week the faithful participate in the Ceremony of Light when the Orthodox Patriarch enters the Tomb of Christ, and a fire is passed from Heaven lighting his torch, thus symbolizing the victory of the Cross. What then is more logical than for each community to recover as much of this publicly created value as possible, thus making it | unnecessary to levy taxes on Lprivatvly created values such as ‘homes, factories, machinery, earnâ€" ‘ed income and all the wealth \produced by those not on the | public payroll ? Several years ago at an anâ€" nual meeting of the American Economic Association the subâ€" ject of land value tax was thorâ€" oughly discussed and an overâ€" whelming majority of those presâ€" ent agreed on these points: (1) The site value of land is a creaâ€" tion of the community, not a creation of the landowner. (2) A tax levied on the site value of land cannot be shifted or recovâ€" ered from the tenant by raising the rent. (3) A tax levied on the site value of land is burdenless. The community in taxing site value is merely recovering the value it has created. Recently, Dr. Glenn Hoover, a former president of the Pacific Coast _ Economic _ Association, stated that most economists today would agree an these points. A Holy Week service will take place in Westminster on Tuesday, April 12, at 8 Opponents of land value taxaâ€" tion will say that securing as much public revenue as possible from the publicly created land values is confiscatory. But obâ€" viously this can be said of all taxation. The type of confiscaâ€" tion we should abhor is the conâ€" fiscation of privately created values that ought to zemain in private hands as a spur to the creation of more wealth. The only way we can really protect privateâ€" ly created values is to confine taxation to the publicly created lvnlun of the land. The â€" sacrament _ of _ the Lord‘s Supper will be celeâ€" brated at the morning serâ€" vice on Sunday, April 10, when new members will be admitted. Slums grow as a reâ€" sult of undertaxing valuable land while overtaxing the owners who improve their land. The writer, in conjunction with the School of Economic Science in Toronto, has undertaken in the past to sponsor short courses in basic economics in the Woodâ€" bridge area with some little sucâ€" cess. The courses are taught free. The only charge being barely enough to cover the cost of books, class materials and room fee. It is sad to note, however, that citizens generally do not much care why they are being taxed or whether nor not there is a fairer way of gathering this tax. If there is anything that anyâ€" one would like to know regarding land value taxation or the basic classes in economics 1 would only be too glad to help. Perhaps the time is. ripe for a class in the Woodbridge and Vaughan area in view of the impending raise in the mill rate. f A table of curios from Africa was greatly admired. Visitors were fascinated by the Altar Guild display of linens, silver and literature. Several of the silver pieces are almost 150 years old. St. Philip‘s also owns a bible and prayer book published in 1840. If the economic value of the land were taken in taxation home owners would find their taxes drop and there would be more than enough money collected to balance the budget. Farmers would benefit also by lower taxaâ€" tion since their land only becomes very valuable because of the acâ€" tion of speculators.
