Wulile Whips Opponents With Garbage Issue Promising an amendment to Etobicoke's contentious garbage hy-law, Reeve H. O. Waffle told some 350 dissatisfied home- owners that the message has retrirstered with him. The reeve and his campaign office have been plagued with telephone calls and abuse for the past three months. Some per- sons opposing the bylaw even went to the extent of dumping garbage in from of reeve's home. Speaking about the bylaw, Reeve Waffle accused his oppon- ents of unmitigated gall and lack of intestinal fortitude exemplified by their handling of this basic election issue. Mr. Waffle admitting himself in part responsible for the bylaw which forbids collection of any garbage wrapped in boxes or containers, broke the summer- long evasion of the subject by suggesting that the strict ruling on the question could be relaxed.
