The latter appointment is in anticipation of legislation.â€" Form= rly the President of the Council had charge of the Bureau of Agriculture, but in consequence of the election of Sir Allan Mchb to the Speak- ership of the Upper House, the separation of the Presidency of the Council from the said Bureau is demanded by the rule which requires an equal number of Upper and Lower Canadians in the Cabinet. The universal cpinion seems to be that Sir Narcisse is any thing but the right man in the right place. The Government has had great (iii- ï¬culty in supplying the vacancies. Being com- mitted, as a Government, to the maintenance of the existing Representative arrangements, as be- tween Upper and Lower Canada, it is not surpris- ing that those who estimate consistency at a higher rate than oflice, should stand aloof from the evident comtulications. The gentleman from Upper Canada who are now appealing to their constituents are said to be favorable to an adjust- ment of the Representation, but they are probably of opinion that before it can form an item of Ministerial policy it must receive the sanction of a majority of the peOple‘s representatives in the potmlar branch of the Legislature Tne debate hitherto has been characterized by great ability and unitorm good temper.
