Alarge vroportion of butter for export is not cooled to a sufficiently low temperature before leaving the creamery. _ Investigations by this deâ€" partment during the last two years have shown that the temperature of butter on its arrival at the railway stations varied between 40 and 60 deâ€" grees F. 2. It is very important that butter be cooled TO THE CENTRE OF THE BOX at a temperature below 38 degrees F. In addition to this all lads bet ween 12 and 18 are lhiable to enrollment as cadets If sufficient volunteers are not availâ€" able, eyen in time of peace, resort shall be had to ballot, and men so chosen must serve themselves or provide an acceptable substitute. Rifle cluts shall be liable to call in case of emergency. In case of emergency a duly authorizâ€" ed officer may take possession of land for field works, destroy crops, remove stock, tear down buildings, or do whatâ€" ever else seemeth right. Compensation for such destruction is to be allowed. Troops may be quartered in private houses provided the buildings are not. exclusively occupied by temales. Even in time of peace roads, not beâ€" ing mail roads, may be closed during target practice. The period of drill in each year may be any where from 12 to 30 days. The new Militia Bill now before Parâ€" liament has evidently been prepared by men who are of the opinion that Canada should be patterned after the armed camps of Enrope. The Bill provides for increasing the pernament corps from 1,000 to 2,000 men ; it makes alf men, not exempt or disqualified from 18 to 60 years of age, liable to military service, univarried men from 18 to 30 being liable to the first call to serve, unmarried men bet ween 30 and 45 coming second, marâ€" ried men between 18 and 45 third, and those 45 to 60 being called fourth. The exemptions include members of Parliaâ€" mwent, Deputy Ministers, the Clergy, ofâ€" ficers engaged in collecting revenue jail and asylum wardens, telegraph clerks. professors in colleges and teachers in religious orders, only sons of widows, those bodily or mentally infirm,. and people whose religious decetrine prohibâ€" its them from taking part In war, "The wind was a gale from the northâ€" west. but veered at times almost to the northeast. _ In the main, bhowever, the course of the ftire is from the northwest, and the strip blotted out of the heart of Toronto is almost 500 feet wide by a quarter of a mile lorg." *Thank God, the wind blew toward the lake, or the story of Toronto‘s loss would haye been written among the great fires of history. _ At this writing the fire area probably includes thirty acres, bounded roughly by Lorne st, and the Queen‘s hotiel on the west, the Esplanade on the south, and midway between King and Wellington on the north. _ Eastward the fire still rages, in spite of the utmost efforts to stay it, and there is no longer any doubt that a large part of the block beiween Bay and Youge, south of W«ilington, has been destroved. © l Indescribable in its terrors. irresistâ€" ible in its foree, and calamitous begond any disaster that has yet overtaken Toronto, was the great fire that last night swept through the wholesale centre of the city, leaving in its track acres of smoking ruins, where a few hours before there had been huge wareâ€" bouses and factories filled withkh the costhiest of merchandise. We quote a piece of a Globe editorial written undet the immediate shadow of the disaster : The insurance companies have met to adjust losses ind are paying promptly, They have decided on an increase in tates amounting to about 75 per cent, and is to apply to other cities as well, so the evil of the fire will be felt outside of Toronto, _ Indeed the whole proyimce will be affected for nlready the price of lamber and other building material has advi.nced. As tar as known nolife was lost. The chief of the Fire Brigadae got bhis leg broken early tin the tight, and about a dozen are more or less injured, _ As soon as possible dynamite was used to raze dangerous walls and several acciâ€" dents have resulted from that. The loss is about $16,000,000, of which $11,000,000 is covered by Insurance. Great enterprise is shown by many of the firms. who, while their stock was burning were making arrangements for new premises and securing new gords. Many of the safes and yaults gave the protection expected, but not a few lost every record. _ Six of the largest paper and stationery firms in Canada were burnt out. The Queen‘s was not destroyed but was in imminent danger, being on fire at several points, but by dint of private effort, using wet blankets over windows, &c., it escaped. Private effort, too, was largely the means of saving the Teleâ€" gram bulding, while the praiseworthy efforts of the brave firemen were largely handicapped by insufficient pressure, not being able to throw higher than the 3rd storg. _ They were practically helpâ€" less and were beaten back step hy step till the great Custom House building: and the Bank of Montreal were reached, ‘ these forming firewalls. _ Help was asked and readiiy given by Buffalo, { Hamilton, London, Peterborough and other places, which all sent engines and I workers. Our brief notice last week gave but a frint ider of the rxtent of the great disaster which has overtaken the Queen city. The fire is the third largest in the his:ory of this continent, being exceeded only by Chicago and Baltimore fires, The area destroyed is «about 15 acres of the best business blocks m the city, the centre of the wholesarle trade of the province, stretching from within half a block of King street to the Esplanade and from Lorne St and Queen‘s Hotel on the west nearly to Yonge St on the east, Cold Storage at Creameries.
