The Canvadian Fire Underwriters have adopted a new system of insurance, which went into operation lately. Inâ€" stead of there being a general rate applicable to all classes of buildinge or the contents thereof, every building comes under specific rating. and the coutents as well. Forinstance, a cataâ€" logue has been prepared describing every buildmg am} its contents. The Association has then considered the character of the premises and its hkelihood of fire, and the amount to be charged for insurance is speciGically stated and there can be no deviation from this rate, In a few instances the rates mean a reduction in the cost of insurance, but in the majority of cases it means a very perceptible increase. R. definâ€" itely decided to run their line‘ through the centre of the school progertv. the nearest fence coming | within 30 feet of the building. This| is a disagreeable and unhappy | proximity but there seems to be enâ€"| gineering difficulties in having it otherwise. | Agent T. A. Harris met the School Board on Tuesday evening and inâ€" formed them of the decision, and was ready to consider either the purchase of the whole property or of the right of way. Discussion took place and the Board was unanimous that with the line so near, the usefuiness of the School would be destroyed, tor twoâ€"thirds at least of the available playâ€"ground was taken and the at tending noise, dust and danger would be most undesirable. The Board differed however on the price. Some time ~ago they unanimously decided to ask $15000 tfor the property basing , their figure on the report of valuators, Geo Kress and Hugh MacDonald, who after a caretol valuation on conservatiye lines figured it out $14,345.00. Mr Harris imentioned $12000 as his idea, Dr Gun and Mr Saunders moved that the figure be $13000, Messrs Ramage and Mcliraith moved in amendment that the figure be $14000 and the chairman, Mr Johnston, deâ€" clared the amendment carried. The position and responsibility of the trustees in this matter has been trying. Since last April they haye waited for something definite with building necessities pressing heavily upon them and now that definiteness has come, the Board is found dividâ€" ed, each party without doubt thinkâ€" ing they are acting in the town‘s inâ€" terest. Mr Harris could not accept this vote but would the £13000 and the matter we suppose will now proâ€" ceed to expropriation on this value. A meeting of the rateâ€"payers has been suggested to get at the real desire of the town in this import«nt matter, and to this no one is likely to raise objection. _ wd In any case our beautifal and suitâ€" able location is gone forever, with no possibility of duplicating it in this town, cut up as it is with hill and river, and now a railway to consider. â€"Dr Coughlin is not toget the position of superintendent of the inâ€" stitution for the Deaf and Dumb without a protest from those most inâ€" terested. The President of the Deaf and Dumb Association, of Toronto, in an address, expressed the opinion that the appointment was a purely litical one, and one to which Dr &J)ughlin was not entitled. To put an inexperienced mar at the head of such an institution was an insult to the deaf. A deputation is to wait upon the Government at an early date in regard to the matter. We venture to predict that Mr Whitney h‘:vill turn a deaf ear to the protest.â€" x. â€"The courts, probing deeper inâ€" to the Oncario Bank tailure, found ucyrher telegram which a tormer employee refused to sign but which McGill, the manager, signed himâ€" self As it appears to mean the transter of Ontario Bank Funds to McGill‘s credit in New York it is highly incriminating.
