When the late Govâ€" ernment was in power the salaries of the several Ministers were vyoted openly year after year. The sum of tg,eO(l) was placed in the estimates for the Premier, and $4,000 for the other members of the Government. Under the present Administration with a salary of $9,000 for the Premier and $6,000 for the other members the sevyâ€" eral amounts do not appear in the esâ€" timates of all. ‘The excuse given for failing te place these in the estimates is that when the increased salaries were voted a statute was passed auâ€" thorlzing same. and that under these cireumstantes the amount does not require to be voted year by year. Under the old Government, again. what the University received was voted with the other estimates ; unâ€" der the new the University received last year nearly $332,000, but not one dollar of this appeared in the esâ€" timates of the ly;ear. this outlay also being recorded in bulk as paid under special statute. Coupled with the increase in exâ€" penditure there has been an addition to the Provincial indebtedness. In 1904 the debt incurred on account ot railway and annuity certificates, and the building of the Temiskaming road, totalled less than ten millinn dollars. in 1907 the debt on iue same account was over fifteen and oneâ€"halt millions, and an entirely new obligation of $530,000 had been created to provide for an annuity of $30,000 a year to Toronto University. The total expenditure of the Proâ€" vince in 1903 was considerably less than $5,000,000. The ordinary exâ€" penditure last year, as appears by page a103 of the Public Accounts, was ¢7,714,400, The appropriations for 1903 call for practically the even $8,000,000. ‘I‘hus the increase in outgo in the five years is roughly 60 per cent, as against an increase of 38 per cent, in the expenditure ot the Dominion Government during the five years ending with 1907. ‘ Even the most enthasiastic supportâ€" ers of the present Ontariv Government cannot cl2im that a reg rd for econoâ€" my in the handling of the public tunds has been the strong point in the record made by the Whituey Adminâ€" istration.
