It has thrown off irksome tariff restrictions, ordered a sweeping reduction in the army and substituted central control for the power of the war lords. It has made progress in the teeth of severe critiâ€" cism, much of it justifiedâ€"no one would, for instance, defend its flirtaâ€" tions with Communismâ€"but it has still many furrows to plow. The new China, eager, alert, vigorous, deâ€" clines to be regarded as a child sounding the bassâ€"string of humility, as Shakespeare has it. No lmer' does it permit an approach with an air of condescension. f With the inauguration of the reâ€". vised tariff China assumes a new : status in foreign relations,. The West is out to help it to repair the losses| lid to maladministration, encroachâ€"| ment and interference ard to mht' it in taking its rightful @lace among | the great nations of the world. I is no doubt with some degree of reâ€" luctance that Japan has given up priâ€" vileges permitted under the old comâ€" mercial treaty, yet it was probably considered better to yield on this particular issue than further strain the friendship which exists between the nations of the Far East. Some confusion may arise before the duties operate smoothly, but there is little doubt that tariff autonomy has come to stay. Even a change in government would be likely to proâ€" duce no important effect upon the new system, for China is determined to hold what it has recovered. Events of the recent past are sufficint indicâ€" ation of this. Nor is China likely to stop short at tariff autonomy. There is the question of Japanese troops in Bhantung which must come up soon for settlement. _ And there is Manâ€" <huria, a Manchuria which is avowedâ€" ly for China, but in which Japan bas extensive interests demanding fair consideration. _ Nor should there be overlooked ‘"incidents" which have been the subject of almost endless negotiations. China turns over a new leaf in its transactions with the powers, for tariff autonomy now comes into effect. Merchants must adjust themselves to new duties. Japan, perhaps the most seriously affected nation beâ€" cause it is the largest trader with China, has, with the Privy Council‘s final approval of the customs agreeâ€" ment, come into line, and there is an end to protracted negotiations which often seemed to lead to nowhere. It China Blossoms Out One night my peaceful sleep was in terrupted by the perisitent barking at the closed door of my room.. When 1 opened the door, the dog led me to| the vestibule door, on the other slde: of which the mewing of a kitten was | heard. _ It was Snubs. On the other | hand, when Buddy once disappeared | for many hours, Snubs was quite un-’ happy; he was restlessly !ookingl from one room into another, trying to locate his friend. _ And it was u’ happy reunion indeed, when at last! But when such unpleasantness is over, friendâ€" ship between them is reâ€"established and reigns supreme. would become even and flufly again. But the enmity between these creaâ€" tures did not last long. _ Every day saw less and less of it. _ And now there are no better pals, no truer. friends, than Boddy and Snubs. For hours they will play, running after each other, actually playing the game of hide and seek. When at last tired and exhausted, they fall asleep, the dog in his dog‘s way, all stretched out, and the miniature kitten resting on his chest, curled up between his dog but to retire at a respectful disâ€" tance and bark at her. _ But as this bark was innocuous, the kitten soon learned to disregard it, her back would become even and finffv awai. True, for a short period of their acâ€" quaintance, Snubs did not cherish the nyesence of Buddy. At the apâ€" proach of the latter, Snubs‘ back would arch, his tail would form a handle to his little body, and his soft fur would bristle. A terrific hissing and spitting would follow the insisâ€" tence of Buddy to come near the kitâ€" ten,. _ Nothing would be left for the dog but to retire at a respectinl Aie. A Dog and Cat "Buddy" and "Snubs," my nm: dog and my kitten, are a living refutaâ€" tion to the generally accepted berdiâ€" tary enmity between there two species.
