Sir Oliver was descrited as a ‘‘daper little Govyernor" and few of his late political epponents would grudge him the honor and exaltation he must have felt as Queen‘s refiresentative in open« ing the chamber he‘so long led. He read the speech from the throne, a very lengthy one, and largely taken up with felicitations, happily for us. We give a condensation. He began with a reference to the fleasure be felt of meeting the Legisâ€" ature again though in a different caâ€" pacity. He hoped the friendship and goodwill he had so long enjoyed would still remgin, and hoped his long familiarity with public matters would enable him to render his native provâ€" ince good service in his new position. A paragragh expressing pleasure at the presence of Lord and Lady Aberâ€" deen and bidding them hearty welâ€" come. He hoped the new departure would be of practical advantage and prove agreeable to their Excellencies. Warm #scknowledgments of Divine goodness in a bounteous harvest arnd gratulation at signs of returning prosâ€" perity in every branch of businessâ€" exceptâ€"the sawn lumber business. Rejoiced at the intreased interest that has been shown to Canada by the mother country as well by the people as by the authorities and further shown by the denounced treaties. ‘Some" Progress had been made by by arbitraters as to the unsettled accounts between Province and Domâ€" inion. Judgement was not yet been de livered in the Privy Council appealâ€" re the Fisheries and the appointing 0s Queen‘s Counsel. ‘The new County Councils were working well at a greatly reduced expenditure. â€" Gratified to learn this. Regretted the United States Cont gress had seen fit to increase the lumâ€" ber duties : Found to be almost proâ€" hibitive. The mining indastry was making steady progress. At some length the wonderful interest in Ontario‘s minerâ€" als this year, and the increased revenue therefrom is touched upon, not for getting the reference to the long dis pute with the Federal government as to our right there. The commission appointed last year to consider the reftoresting of pine lands, and was making substantial progress. Among other measures to be laid before them was a bill relating to timber and timber licenses; a bill affecting the election laws; a bill to prevent gambling at agricultural and other lairs; a bill affecting the busiâ€" ness of druggists ; a bill to prevent the spread of disease among fruit trees; a bill relating to extraâ€"provincial inâ€" surance companies ; a bill respecting goals and goalers; and a bill relating to forestry. The work of revising and printing the newly Revised Statutes was nearly completed and these would soon be issued in two convenient volumes, a bill to sonfirm the work of the comâ€" mission was promised. The usual promise of laying before them the Public Accounts up to Oct. 31 was made. Nov. and Dec. to be presented shortly after New Year. The estimates for the various public | services for the coming year would at an early date be submitted for their approval. They will be found to haye been prepared with all the economy consistent with the efficiency of the public services. At the conclusion, a magnificent portrait of Sir Wm. Ralph Meredith, Chiet Justice of Ontario, was presented to the Province, to be hung in the \Legislature buildings. Speeches were delivered by Mr. Whitney, several lmembers of the government, and others. The address in reply to the speech | was moyed by Mr. German of Welâ€"| land, Mr. Farwell, E. Algoma secondâ€" ed, and it was now the fighting began. \ Mr. ;German was most effective in his | charge that Mr. Whitney had made, unwarranted statements in his camâ€" paign. Mr. Whitney denied the accuracy of Mailâ€"Empire reports, read by Mr. German, and the inevitable retort came why had he not put the paper right, er corrected the impresâ€" sion in a subsequent speech. . After Mr. Farwoll bad poured in some hot shot. Mr. Whitney asked for an adgoumment of the debate and proceeded to ask a question if there was any reason why this parliament should not last its full time. Mr. Hardy was amused and surprised, but assured hiLn ttlere_‘would‘ Purhd rdulat decunt suad Su> uie w + * w9 c be four full sessions and the date of the elections (what Mr. Whitney was driving at) had not vet been considâ€" ered. Mr. Hardy‘s assurance of four sessions any way caused great amuseâ€" ment on the government benches, and the opposition, one account says plainly felt that Mr. Whitney‘s want of tact had helped the government. IN THE LEGISLATURE. DURHAM, THURSDAY, DECEMBER 9, 1897. Thursday, the Leaiers had their first tussle, and making all allowance tor prejudice, Mr. Whitney at the close of Mr. Hardy‘s speech must have felt «‘pretty small." Mr. Whitney scored the government| for delay in arbitration proceedings| between the provinces, on the County | Councils Act, because they had not| definitely announced their timber pol icy, because of the carly session, deâ€" fended his party against the charge of ‘‘lip loyality," said Mr. Dryden had made mistatements on the stump durâ€" ing the summer, touched on the ‘"Engledue deal," and left the piggery question to be dealt by Mr. St. John. He.spoke for an hour and a half, and received fair encouragement from his frienas. f Mr. Hardy entered on his reply, "‘con amore." Congratulated movyer and seconder on their address, and blamed Mr. Whituey for his ungraâ€" ciousness in not making the customary , reference. A few compliments to Sir: Oliver and the Ottawa Royalties, and Mr. Hardy "went for" the opposition leader unmercifully. _ Now was the time and place to make his charges. BRe dared not : he sat in his seat fearâ€" ful that his mistatements would be lnailed. One reason of the calling of the session in Dec. was it suited the agricultural members, and more atten tion was given to the Local House when the Dominion House was not in Session. Most effectively Mr. Hardy took up point after point of the campaign powder of the opposition and exploded it in smoke, the culmination being reached when he proved that Mr. Whitney himself was a member of a Michigan lumber firm, all Americans but himself. Mr. Whitney claimed his name appeared merely for teehniâ€" cal purposes, then, said Hardy it is lthcre for purposes of fraud and to hoodwink the law. Are features peculiar to Hood‘s Pills. The following communication from 8. J. Parker Esq., County Treasurer was presented to the Council at the Decemâ€" ber Session of 1896 and was read in open Council, and fully discussed by the members, and will J trust fully explain to all why the County rates have been raised for this year, I may snfy that the Council did not raise the full amount of the deficit this year, but distributed it over two or three years.
