Candidates were requested to sub- mit answers in their own words to the 'Free Pr es s ' office. Following are the replies. MIKE FREEMAN, LlBERAL ..to return the decision-making back to the local level ...To begin w i t h mak ing hollow promises to voters is not my idea of intelligent campaigning. All I can of- fer in the foll owing group of thoughts in r egard to Whitby is that i will at- tempt to do my best in these matters and pursue any and all reasonable ap- proaches that will benefit this area. One must pursue what must be and can done. I have made it very ci ear in my speeches dur ing this campaign that the dec ision-mak ing in government must be returned to the local communities. This applies to Whitby every bit as much as to the other municipalitles in this Rid- ing. I w i I I oppose and do now oppose, the Tory impulse to centralize every- t h i n g - our educational system, our local government system and planning, for example - regardless of local feel- ings, priorities and needs. Whatever the people of Whitby and this Riding properl y desire and need, accor ding to the expression of the people through their local councils, m us t b e regarded as high priorities on the list of the member who repres- ents them at Queen's Park. There will be no indecision or in- concl usive decision-making on my part, nor on the partof aLiberal Government at Queen's Park, in regard to the needs andconcerns of the people of Whitby. • iw ould strrive for a relief of the Whitby tax burden in matters of educa- t i on , for instance. Certainly eighty percent of the costs of education should be borne by the Province - and will be if a L i b e r a 1 Government is formed. L oc a i assessment must be restored; the Tories say, incidentally, that they wi ii continue with the true-value assessment system until al1 municipal- ities in the Province are brought un- der it. I would make sure that the people of Whitby had their concerns repres- e n t e d o n such matters as pollution, transportation systems, regional gov- ernment, and conservation. Whatever the wishes of the people of Whi tby may beon the matter of recreational facil- ities must by my c o n c e r n w he re it touches provincial legislation and, in. any event, wherever the town council requires my assistance. I w an t to r em i nd you that I am a teacher in this Riding and work under the county educational system, and that I havegrownup in thisRiding and went to school here. Whitby has the potential, the facilities of avail- able transportation and space, to be- come such an area with provincial in- cent ives. The P r o v i n c i al Government has u s e d o u r communi ties too much I ike like guinea pigs in their regional ex- per iments, and it is time the decis- ions were made in places like Whitby for Whitby - not at Queen's Park with- ou t due consultation with the people locally.
