M r. Emm, who brings the matter up repeatedly at meetings of council, told the FREE PRESS that he cannot under- standhow lightîy it isgeneraîly disposed of at Town Hall. leniencv toward waterways "Perhaps the problem can be taken rightback to the leniency to be found in this country toward waterw ays . In Engl1and and elIsewhere in Europe, people seem to respect wvaterways, large and smal1 ailike, and they appreciate that waterways must be kept free from cîog- ging. I Obstacles could cause overflows "'Running water is part of the balance of nature, Il Councillor Emm continued2 "'a n d w h e ther i t be water runn ing up- s t ream to ariver, or acreek slowly fi w i ng to a lake. Once obstacles are left to lie in the path of running water youtre sitting on a keg of dynamite, and bound to have problems with backups and o ve rfl1ows, because i t has to go some- where. Il "lOver here the attitude seems to be that since a storm of any magnitude only oc curs once every 15 to 20 years, why bother to spend a lot of money on water- ways? Il GivingAshCreek as a prime example of this attitude, Mr. Emm said that there have been at least 30 shopping carts f r o m t h e lots of supermarkets, along with other large, clogging obstacles at Ash Creek. "The weeds had grown right over one of them,"I he s§aid. "The town' s engineering depar tment hasbeenonthe site-for cleanup, but the type of cleanup required now warrants i I -The misadventuires 1 ( tke 1eek) h e a v y e quipment and steady mai nten- ance,"I he explained. "Supeîmarkets must take responsibility 111 think the onus of the responsibil1ity f or these shopping carts should be put on the owNners of the individual super- markets, Il saidMr. Emm. "lCouncil i s n t t oo sure that it is feasible to do so, but surely if the supermarkets tag- g ed these shopping carts, and took the na mes, addresses and tel ephone, num- bers of people borrowving them for fol- 1low-up, there wouldnt beso many of the m to be found in pl1aces like Ash Creek. 0f course, this would probably c os t t he s u permarket more time and money, but how much is the price of pollution?" Mr. Emm also says that perhaps if itwere brought home to the buying pub- iec, that the cost ofreplacing these s h opping carts eventuailIy cornes out of the cosme pocket in the hi gh cost of groceries, people would be more care- fui in returning them. Counc i11lor Emm'1s concern for the un- healthy condition ofAsh Creek is shared by taxpayers living in the immediate area who have written to council requesting cleanup and maintenance of the creek.
