"Why sh oul1 d the industrial devel- oper's golf membership be included in thebudget?", he insisted on knowing at tax time. "Why c a n 1 t I see all the goods? ', he'll invariably ask when only three of the f ou r pages of the 1300 (Industrial Developer's account) section are pre- sented for council approval. The DR in f a c t , has been s o adamant about the m i s sing sheet, he usual ly wins an an- t i ci p atory grin from watching council m em ber s who know he'll not let the oversight go without at least, an 'hon- ourable mention'. "W i't h a l1 the roads in residential areas of the town that need paving, why spend $60, 000 on Industrial Drive ?", is another query of the deputy reeve, and just recently he asked of council, "Are you sure the director of social services h a d n 't already ordered new carpeting and air conditioning for his office bef- ore asking for your approval ?' That his pointed questions auto- matically put the rest of his fellow coun- cillorson thedefensive is ail too plain. The deputy reeve has only occasionally been able to find a seconder in his bids for what appear to be, viable solutions. Itcouldbe council feels his attempts are a little too close to nitpicking. Or is it because the deputy reeve is a Iittle too close to the crux of an often delicate matter ? Whichever the case, it's sometimes a I i t t I e too easy for the taxpayers to- support the deputy reeve by condemning c a r t blanche, expenditures in various town departments. Is the taxpayer's dollar being used extravagantl y by these department heads in too many instances? Perhaps. Deputy reeve John Goodwin isn't sure either. When I first came t o town they were putting in the sew- ers. They were ai so building the C PR Railroad, and the town's core was very busy w i th no park- ing metres or plazas to take aw- ay the trade. The CNRStationwas a very busy place as weil, andwehad the nip&'tuck running to Whi tby. in fact we had an old town which was th e centre of ev- erything even though the people who came here before and shortly after the first World War had no bed of roses. In France in 1915 l1used to be proud to say to my buddies that I came from \Výhitby the County Town. Why is it that certain p e r sons in Whi tby can park from 9:00. ta 4:00 in the downtown of Whitby with- out ever donating a nickle to the park- ing metre without ever getting a traffic ticket, whi le others get a ticket for just stopping long enough for picking up a p a c k a ge at a downtown store.
