Mental health is no long- er the black sheep of the health services, says Dr. Pat Lynes, director of the professional services branch of the provincial -ministry of health. Lynes says it's taken a long time for government to recognize the need to support mental health ser- vices in this province, but the support is now there. Government has been systematically increasing its support of the mental health services over the says, it's going to take time to revamp the system and the existing facilities. The big change in the system now, he says, is that the emphasis is being taken off the large institu- tion and placed on the smaller psychiatric clinic in the local hospital. The push towards this concept, he says, began back in the 1950's with the development of drugs for the treatment of the men- tally ill, so that the in- crease in the population of mental hospitals was grad- The idea came out, he says, that the psychiatric hospital should be the last link in the treatment chain because of the bad effects of institutionalization on the patient. Many of the cases which in the past would have meant the patient going to a large mental hospital for treatment are now being handled by the psychiatric units in the local general hospitals. It's now more desirable to pro- vide treatment in the con- text of a family and com- munity environment. A hospital stay should be the last resort, he says, and should be there only for the provision of more special- ized treatment and rehabili- tation. As the psychiatric units in the general hospitals de- velop, he says, the numbers of patients in the larger in- stitutions will drop, and in fact, this has already begun to take place. In 1956, he says, there were 18,000-plus patients in mental hospitals in this province, but by 1972 this fiad dropped to about 7,700. In Ontario now, says Lynes, 9,000 to 10,000 peo- ple have been replaced in the community either in nursing homes or in resi- dential homes where the needed care is available to assist the person in coping with community life.
