WHITBY FREE PRESS, THURSDAY, SEPTEMBER 27, 1973, PAGE 5 Patriock Dooley Candidate for Mayor "A good cornmunity is," quoting Mr. Newman, "a community which will have suifficient openi space that we will not feel like prisoners in the apartment - jails that are becoming commonplace in very large cities and which create the kinds of personal disquiet and frustration that lead to massive social unrest. This unrest finds expression in the kinds of riots and disorder reported every day, in some American cities, and more *recently in Montreal.. These things are with us and it would'be foolish and irresponsible to not recognize their seriousness and not take reasonable action to try to prevent themn. Canada with it's vast land areas and small population can create for itself a society whîch does not contain the difficulties and the pressures that other countries are experiencing." Excellent philosophy, but why does this same Mr. Newman now take the stand for massive developmnent; for massive development means riot and unrest according to Mr. Newman. 1 We "will preserve conservation areas, control density and retain the communities personality." - Newman, 1972. With development proposed for 97,000 people in the southern 1/5 of Whitby, only an increase of 79,000 people, bow will you find the original 18,000, let alone retain the community 's personality. With reference to development - "The town is trying to increase it's growth rate but at the same time preserve the present residential - industrial growth. There will be no change in the tax base of the town because of the commercial - residential ratio developed by the developer." - 1969. Since there is no stressing of the industrial - residential ratio in the officiai plan, bow is the mayor going to get monies to mun the town, of 97,000 once the impost tax has been spent? Ladies and gentlemen, a development plan which was passed by Council, had been previously pledged to be returned to the adjoining land owners before going to Council. This samne plan was increased fromn 538 unîts in spite of, expressed opposition by the local citizens against the plan when it had 538 units. Why would a plan that proposed medium density, flot specifically designated as to type of development, proposed park land with a hole big enough to lose a house in it, be accepted by Council? Why were blocks of land, classified as future develop- ment, allowed to be passed with the plan, by Council, even though they were shown as blanks on the plan? Yes, ladies and gentlemen, - blanks. The record shows the incumbent mayor voted for ail that 1 have previously mentioned, which is not in keeping with bis previous election pledge of 1972, assuring be forced to leave home to earn a living, and our local businessmen wiil benefit from the controlled growth. 1 pledge that the Mayor's office, ail departments of City Hall, and City Council will be open to hear the voice and concern of Whitby residents. 1 will encourage ratepayers and other civic groups to participate in planning the direction of Whitby's future. My only vested interest in being Mayor is to ensure that this town will have a healthy, suitable environment for my cbildren and yours.
