The Expropriations Act, R.S.O. 1970 provides that: (a) where an inquiry is reqùested, it shall be conducted by an inquiry officer appointed by the Minister of Justice and Attorney General; (b) the inquiry officer, (i) shall give every party to the inquiry an opportunity to present evidence and argument and to examine and cross-examine witnesses, either personally or by his counsel or agent, and (ii) may reçommend to the approving authority that a party to the inquiry be paid a fixed- amount for his costs of the inquiry not to exceed $200.00 and the approving authority may in its discretion order the expropriating authority to pay such costs forthwith. 2. "Owner" and "registered owner" are defined in the Act as follows: "owner" includes a mortgagee, tenant, execution creditor, a person entitled to a limited estate or interest in land, a committee of the estate of a mentally incompetent person or of a person incapable of managing his affairs, and a guardian, executor, administrator or trustee in whom land is vested; "registered owner" means an owner of land whose interest in the land is defined and whose name is specified in an instrument in the proper registry, land titles or sheriff's office, and includes a person shown as a tenant of land on the last revised assessinent roi1; 3. ahe expropriating authority, each owner who notifies the approving authority that he desires a hearing in respect of the lands intended to be expropriated and any owner added as a party by the inquiry officer are parties to the inquiry. Top heart specialists have frightening news fae eal5gwI i n sr ihoerw specnto Thrcc of Canada's top Three of Canada's top heart specialïsts had some in- teresting but frightenng news when they appeared at tie annual educational meeting of the Whitby chapter of the Ontario Heart Foundation recently. Dr. A. Chisolm, Chief of the Cardiovascular Unit at Sunnybrook Hospital, told the gathering that one in five Canadian men will have a heart attack before age 60. one fifth of that number will not survive their first attack and one third of those who die will do so before reach- ing hospital. He described the incidence of heart disease as epidemic and told the audi- ence that one of the alarming trends is for cardiovascular disease in younger men. Women are not spared the ravages of heart disease but in the female population the occurence of heart and asso- ciated problems is at a later age. Just 20 years ago heart attacks were thought to be a danger in the 50 year age gr.up but more and more men in their early 40's and even 30's are being stricken. Dr. Chisolm outlined some of the most important risk factors labelled as .probable causes of cardiovascular prob- lems warning the listeners of the dangers of the high blood fats, lack of exercise, cigarette smoking and high blood pres- sure. Diet is implicated with- out question in the prevalence of heart problems because improper diet leads to over- weight which in turn is a contributing factor in causing high blood pressure, elevated blood fats, diabetes and extra work load for the cardiovascu lar system. le made an inter- esting comment that in those cases where a person was over weight but had no family heart disease history, had normal cholesterol and trig- lycerides, or other high risk factors, the fat person for unknown reasons does not fare nearly so well in sur- viving heart attacks. He suggested the height and weight charts currently in1 use are probably misleadingi in that the Canadian averagej weight is too high to begin with. Dr. George Steiner of the University of Toronto Depart- ment of Medicine is in charge of a massive study currently being undertaken in the Toronto-Hamilton area invol- ving 60,000 volunteer sub- jects in an attempt to more definitely establish the rela- tionship between diet and heart disease. The project being conducted in 11 U.S. centres and the one Canadian area -is in jeopardy at the moment because of a shortage of subjects. Some 55,000 have volunteered to have their cholesterol measured but 5,000 more are needed to complete the study. The pro- ject workers and technicians wiIl come to the area to check groups with as few as 50 male employees and any area indus- tries wishing to participate should contact the President of the Whitby chapter, Nigel Schilling. Dr. Steiner told the- groups that the typical North American diet, rich in animal fats, dairy products and with an excessive intake of salt and sugar poses a serious threat to future health.He cited the average North American cholesterol level of 200 mg. as being considered almost 'astronomical" in Japan, noting however that the typical Japanese diet is very high in sodium intake and is a factor in the preval- ence of high blood pressure among the Japanese. He suggested that, in families where there -is a strong tendancy towardheart disease, the .cholersterol levels be investigâted even in young children so that appropriate changes in the diet pattern might be established at an early age. Dr. D. MacGregor of the Toronto General Hospitals cardiovascular surgical team outlined some of the methods used by surgeons to combat the effects of heart disease, explaining in lay language the by-pass procedures and their purpose and the impla- ntation of pace-makers. Near- ly 500 pace-maker operations are performed in Toronto each year. Ail three doctors were loud in their praise of the Heart Foundation whose efforts make possible the many research projects being carried out across the nation.
