He shall be responsible "to co-ordinate and direct preparatioh of plans and pro- grams to be submitted to council~and generally super- vising the implementation of programs approved by council". Mr. Wallace will "set agendas and chair weekly staff committee meetings. He will "action all internal decisions made at such meetings, which do not require council approval". Mr. Wallace will "follow up decisions of the council for the porpose of assuring that the policies of council are carried out". He will "make recom- mendations to -council with respect to iniproving the administration of the Town, including changes in policy procedures". Water bills to be paid at Region Starting this week, water customers in Whitby will be paying their bills to. the Region of Durham instead of the local Public Utilities Commission. In accordance with the regional legislation, the Region has officially taken over billing and meter reading for water in Whitby and there will be a few changes for Whitby residents. Eric Peterson, water billing supervisor for the region, says that billing ,will be quarterly instead of every two months, beginning about Feb. 1. The first bill could range from a 30 to a 120-day period, according to when the meters were last read, he said, but all future bills will be covering a three-month period. Water bills can be paid at any chartered bank or at the regional headquarters at 605 Rossland Road. Bills may be taken to the regional head- quarters in person or mailed, he said. The current meter reading policy is to read residential meters once a year, with the other three billings estimated, said Mr. Peterson. For indus- trial and commercial build- ings there will be readings before each billing. Some industries may receive month- ly bills and readings depend- ing on the volume of water they use, said Mr. Peterson. Anyone with any questions about water billing may call the regional water department at 668-7711.- The local Public Utilities Commission will no longer be accepting bills or enquiries regarding water. For answers to problems regarding service or meter reading, the customer may call the regional works depart- ment office at 723-2248. Mr. Peterson said the billing for the region is being computerízed to provide a uniform system throughout the Durham Region. The rate schedule will continue to be the same as it is now, he said, until the new rate structure approved by the region comes into effect later this year. With this change in proce- dure, the local Public Utilities commission will be iii charge of electrical service only. Mr. Wallace will "investi- gate and integrate the day to day activities of all depart- ments". Mr. Wallace will "action and enstire the maintenance of sound public relations of the municipality as it relates to ail people of the com- munity". He will "assist sin union negotiations". Finally, Mr. Wallace will be responsible for personnel administration". His authority has also been expanded. Mr. Wallace can "obtain from any department head, such reports and information with respect to any activities as lie may consider advisable for the purpose of obtaining the best possible administra- tion, except that industrial and commercial development confidential information shall be reported directly to the mayor". Mr. Wallace can "confer with and advise any depart- ment head for the purpose of effecting irnproved adminis- tration and either singly or jointly make recommenda- tions to council with respect to the àdministration of any department". He can "review reports of department heads and to action such reports as applicable with any necessary comments and to take appro- priate action when indicated". Mr. Wallace can "ensure all correspondence and com- munication to the municipal- ity are properly dealt with and where applicable action is instituted."
