Human settlements, ac- cording to the Secretariat, means towns and cities of all sizes, and all the human necessities and amenities that give them life, such ashousing places or work, transport and supply, social services, health education, welfare, cultural needs, churches, park, librar- ies, playgrounds and festivals. One of the most signifi- cant, according to Medical Director Dr. John ,Deadman, is the establishment of a re- habilitation unit to be located in one building, to be in service by April 1. The rehabilitation build- ing will have a program for 160 patients who do not require psychiatric care, but need to be prepared to return to the community. The focus of the psychiatric units is to be changed, with the chronic patients noved to a situation where they will be taught to care for them- selves, receive help with living skills, and learn to converse. The hospital puts a strong emphasis on the role of volunteers in caring for patients who have practically no initiative, and are unable to participate in the work- shops.
