At present, the property is zoned agricultural and the town's officiai plan proposes that it be designated as open space. Eithier wvay, residential development is blocked. The comipany last year voiced its objection to the officiai, plan land use designation and requested a residential designation. The objection was referrtd to the Ontario Municipal Board. However, when it came time for the O.M.B. hearing, the cornpany withdrew its objec- tion and the board ruleti in favour of the officiai plan. Another stumbling -b1ýck in the developers' way is the possibility that the property may be hazard land. The Ministry of the Environnent, after conduct- ing, aerial studies, designated the area as hazard land but the O.M.B. lifted the designation when the rninistry did not appear at a board hearing to prove its case. Mr. Hann addressed hlm- self to both of the stumbling blocks. He told the committee that the current agricultural designation should be lifted because the land is flot farmable and a recent provincial study recommend- ed residential development on such property. Mr. Hann said that the development would serve as a "buffet" between the farmi- land to the north of the proposed site and the medium density area to the south. Turning bis attention to the possibility that the property is hazard land, he told the commirittee that consultants' studies com- mnissioned by the company show this to be untrue. "The best information 1 can get is that there is no problem", Mr. Hann said. The commnittee members, while they supported the con- cept of such a developmnent, expressed apprehension based on the two obstacles in the developers' way. "I like your ýconcept but to me right now 1 feel ià is in the wrong location", Council- lor Bob Carson said. "We want to keep that greenbelt separating Whitby and Brooklin". "We must be concerned about the long-term effects of this developinent", Councillor tom Edwards said in reference to the possibility that the property is on hazard land. -l like the concept" Mayor Jim Gartshc're said. "This town needs somte development like that". The comrnittee decided to table the matter uintil the company applies to the region for an amendment to the officiai plan.
