WHITBY FREE PRESS, WEDNESDAY, DECEMBER 15, 1976, PAGE 13 Manning at testijrontal dinner Ncarly 400 representatives of Durham Region, the former County of Ontario and the provincial government paid tribute to Bill Manning at a testimonial dinner at the Sheridan Mail in Pickering, Thursday. Mr. Manning, his wife, Veronica, and son Dennis, were the guests of honor for the evening as the Region expressed its recognition of Mr. Manning's services fo)r nearly 30 years as clerk- treasurer of Ontario County and chief administrative officer of Durham Region. Mr. Manning retires-on April 1, 1977. Ontario's Minister of Agriculture, Bill Newman, presented Mr. Manning with a plaque from the provincial govemment in honor of his municipal service. "WVhen 1 was on county Couincil, one of the great teachers 1 had wvas Bill Manning", said Mr. Newvman. "He gave me my basic train- ing to understand the p'litical process, and without hlm I1 wvou1d not be where 1 arn today. I owe hlm a great deal". .Mr. Manning's successor, Bob Richardson, spoke on behaîf of the staff of the region and former county. "We learned to appreciate Bill Manning as the boss, and you can't flnd a better boss anywhere", he said. "His are big shoes to ['ii". Regional Chairman Walter Beath, who acted as master of ceremonies read a number of letters and telegrams from government officiais, includ- ing Provincial Treasurer Darcy McKeough. Guest §peaker for the evening, Dr. Matthew B. Dymond,ý former Ontario Minister of Health, paid tri- bute to Mr. Manning and outlined. his career. "Bill Manning is positive evidence that the little red schooi house served its people well in its time", he said referring to 40 years ago when Mr. Manning was a teacher at Kinsale Public School. "We miay flot see Bill Manning's namie engraved on the new buildings (in the county) but 1 assure ybu nmy friends, his mark is built. into every on~e of these", said Dr. Dymond. "Bill Manning did not engineer the county road systenm; he did not set up the grants to hospitals; but Bill Manning's stamip is indelibly inmprinted on ail these progranis" Dr. Dymiond aiso stated that assessmnent greatiy improved in Ontario Couinty under Mr. Manning'sguidance, and he establishied good labor relations with the countysta ff. "Ladies and gentlemen, it is my considered opinion that the path of regionai govertiment was less rocky than it might have been because Bill Manning wvas Chief Administrative Officer during these formative days of the region", hie said. Dr. Dymiond referred to Mr. Manning's wvork to establish planning boards througliout the couinty, and pointed out that almost every association of mnficipal government has had the bene- fit ofMr. Manning'sexperience and contributions. Sherman Scott, chairman of the Past Warden's Association of Ontario County, introduced 14 past wardens and, presented Mr. and Mrs. Manning with a glass enclosed cdock. Pickering Mayor George Ashe said that Mr. Manning ran the cointy so efficiently that it nmade the job of the elected representatives very easy. Mayor Ashe presented Mr. Manning with a large painting of the old Couinty Court House wvhere heýspent three years as a county councillor and 17 as clerk- treasure r.
