Such is flot the case with the new council chambers. An elevator or stairway to the left of the front entrance takes visitors to the lower level of the municipal building which is mainly devoted to storage, heating, telephone and electrical roorns. Large areas at each end of the lower level are available for future expansion. The areas seen by the public on this level include washroomns, and two commit- tee rooms which are available for use by commiunity groups for meetings. No fee has been considered for these roomns yet says Mayor Gartshore. The rooms are spacious and surrounded by tack boards on the walls. Between the two rooms are a kitchen- ette and cloak room., for the use of those nieeting in the rooIis. The openness of the building, its a mple use of largre windows, and its blend- ing of soft colors help tu miake it a welcomne place for those who cdUie to do business with the town. During the past five years, the towvn's department. one by one had to move out of the old municipal building to other locations in the town. Now they are ail located under one roof and are easily able to communicate with one another. From the outside, the new municipal building looks a little bleak in the dead of winter, but already sorne landscaping and plan ting has been done. A covered walk- way leads to the main entrance and above this walkway fly the flags of Canada, Ontario and the Town of Whitby- The bowl-shaped area in front of the municipal build- ing, facing Rossland Road is anticipated to become a skating rink once council miakes a decision to proceed with its construction.
