The former policy was to offer a tax discount of one pr cent on the second and fourth instalments if the first and second instalments are paid on or before the first and instalment da te and if the third and fourth instalments are paid on or before the date of the third instalment. Town Treasurer Forbes McEwen said the discount is not competitive with current bank rates and is not enough incentive to tax- payers. Also, neighbouring the cost of f unnini towns which is expanding faster than the tax base. Mr. Diamond stressed that it is cheaper to revitalize the old buildings of a downtown area than .to construct new 10,000 treesi 2,500 treesi 2,500 trees1 ones.
