PAGE 2. WEDNESDAY' NOVEMBER 2, 1977, WHITBY FREE PRESS Harbor development could take 10 years says Gartshore By BRIAN WINTER Staff Writer Whitby is poised at the beginning of a major develop- mient of its harbor, but ttîis development is flot going to happen overnighit, says Mayor Jim Gartshore. They mayor thinks that it could take five to 10 years to achieve what he would ike to see at Whitby harbor, and although there is roorn for a 450-boat mnarina, its eventuat size will be determnined by market conditions and the demnand for such facitities. The town has been waiting patiently (or perhaps a little imipatient) most of tliis year for a cornmnittnment from tle federal govmrment of funds for dredging, and on Oct. 3, Ontario Riding MP Norm Cafik announced the first $250,000 grant for dred- ging, which will be matched by an equal amiount by the town for on-shore facitities. The federat govmnment is responsible for letting the dredginiz tender, and work Whitby Harbor, seen here fror Lake Ontario, is about to become one of the major pblic attractions in the town. Work should begiti in the spring on dredging a channel into the north-east portion of the basic (at teft) where a proposed marina wili be bi'ilt. The Town of Whiltby has acquired ail the land around the harbor, but Mayor Iim Gartshore wamns that the total developinent of the harbor wiît be a long and costly proiect which he feels requires the assistance of private enepie uhmRgo ht Brown Suede and Brown Patent combination. However, he art icipa tes that the dredg- ing may not start tilt next spring. The matûrial dredged from a chiannel into the* north-east part of the harbor, will be deposited along the west side of the harbor for use as a public beachi, says the miayor. Also next year, thie town wants to start work on the shiore protection in the northi-east portion of the harbor basin. Atready in 1 977, a parkettc bas been formied atong Front Street West of Br ock Street, by fiîting in a Iow tyiing stioretine thiat was otten subject to ftooding. Future plans cai for Front Street west and Rowe Street, an unopened road allowance leading south fromn Victoria Street, to be the access roads to the proposed marina. A number of conceptual plans for the marina and other facilities have been pre- parcid, but the mayor empha- sises that they are only con- ceptuat plans. They show the approximate location of fac- ilities but do not represent a final plan. The councit in the next few mnonths witl have to make a decision ou bhow the harbor witî be devetopcd--by public funds, private funds, or a coin- bitiation of both, says Mayor Gartshore. Mayor Gartshore per- sonalty favors a comnbination of botti wîîere the town woutd develop suchi facilities as the iiiarina aiiid possiblv a ho tel. The nmayor says~ lie liopes to interest a hiotet chain iii thie harbor developvnent, and lielias talked generaîly to one or two peopte in Ulic miarinia busîiness about the concept. The dredging, for which haîf the money has been so far provided by the federal government, wiIl provide a six-to eight-foot channel into the harbor, deep enough to handie ail but the biggest pleasure craft, says Mayor Gartshore. In anticipation of the remaining $250,000 comnifg from the federal govero)ment, next year, the town has ear- marked $500,000 in its five- year capital budget for harbor development, for federal funds must be matched by an equal amount of town money. The town has purchaýed land completely surrounding the hiarbor, with the most recent purchase being 27 acres along the west side in Septemnber this year. Future plans cai for a dratinage ditch to be put into the marina area, street upgrading and the installation of ýýervices Mayor Gartshore is pleased that the town has agreed to make the harbor a priority area and feels that significant progress has been mnade this year, especially in getting the federal dredging grant. "Everything was de- pendent on when the federal government got involved," he said. ",This is the start of one of the better and more inter- esting developments in a long trne--a development which witt be useful for the people here now" says the mayor. However, he warns that the development of the har- bor wilt be a long process be- cause it will cost a lot of nmoney, and the economny is currently on a downward trend. "LIt could take five to 10 year, but that doesn't rnatter; the process is under way," he said. "The marina idea had been around a long tirne. All 1 did wvas push it and make it a priority." Mayor Gartshore says the yacht club is happy with the proposed development, and will be enhanced bv it. 9* HRIF0T0 * RENT-A-CAR * Gu BU ROWN MOTORS LIDO 1201 DIJNDAS ST. E.
