The first element of this policy is equality, a reaffirmation of Ontario's commitment to work for equal treatment of ail residents of this province, and against discrimination. The second element is access and participation. In a multicultural society,, we believe it is essential that cultural differences do not impede access to government services. The third element of our multicultural policy is cultural' retention and sharing. The iGovernmient of OntariQ'strongly supports the right of individuals and grouips to retain and develop their cultural heritage and languege. This three-point policy will guide and direct the new international Committee on Multiculturalism, which' wilI include representatives of ten government ministries. The Committee will facilitate coordination of, ail government policies which embrace a multicultural component. Multicultural poliies will succeed or fail depending upon how they relate to Ontario's children. That is why a new officiai' curriculum policy, The Formative Years, was released two years ago-. For the first time, special attention was drawn to the multicultural aspect of the elementary school curriculum. It emphasized t hat ail children.should develop and retain a 'personalidentity by becoming acquainted with the historical roots of the community and culture of their origin, and by deveioping a sense of continuity with the past. It also stresseJ that -children whould begin to understand qnd appreciate the points of view of ethnic and cultural grou4Ss other than their own. There is another way we are moving to heip our children, and that is by offering them the chance to develop skilis in their native language. Our secondary schools now offer more than a dozen different speciai language programs, including Hebrew>, twokinds of Chinese, and Finnish. . . ail in addition to the Italian, German, Spanish and Russian courses for which definite curriculum guidelines exist at the higb school level. Under the Government's new Heritage Language Program, which took effect in September of 1977, school boards will receive provincial funds for heritage language classes offered to elementary school children' after school .hours or on weekends. This new program is an important step forward.
