Let it f irst be stated that the Association is in favor of modest growvth in Brooklin. However, this is not possible because 0f the lack 0f sewers and the ability of the present water system to handie any increase in demand. Therefore, no growth can take place without trunk sewers and piped water. The need for these for these services should be obvious to anyone living in Brooklin. The satura- tion 0f land in places allows the effluent from septic tanks to run into Lynde Creek creating a pollution problemn. A deficiency in our water supply increases the hazard should a major f ire occur. These prob- lems tend to increase with the passing of time Should development be allowed to praceed in the near future the benef its ta the taxpayers of the town of Whitby and the Region of Durham are consider- able. The developer, Consoli- dated Building Corpora- tion, has offered ta pre- pay the cost of extending sewer and water lines to Brooklin. As an added incentive to an early decision, the developer also proposes to pay the cost of installing trunk sewers on local streets ta the front of every existing home in Brooklin., There fore the cost ta the home- owner would only be the cost 0f connection from their homes to the street line. lnformed opinion con- cludes that the Region 0f Durham would be obli- gated ta bring sewers and water ta Brooklin in the next few years. The costs then will be borne by the water & sewer users 0f the Region of Durham. The local improvementý charge ta the individual homeowner in Brooklïn would be substantial and Dear Sir: The national theme for Police Week (May 14 ta 20) this year is: "Working Together ta Prevent Crime -. There are three major objectives shared by al Iaw enfforcement agen- cies: fa keep the peace; the prevention of crime; and the detection and apprehension of crim- inals. Each is an integral part af the law enfarcement objective, requiring a dellicate balance accept- able ta the social climate. AnY imbalance in these goals has an immecliate et feci un the concerns of possibly in the range of $3,000 ta $5,000 per house- hold. Growth is, therefore, lnevitable. A growîng community would allow; 1. lmproved commer- cial shopping facilities 2. Increase recreation- al facilities 3. Senior citizens apart- ments & houses 4. Housing for young people wishing to remain in Brooklin after fin ishlng school 5. Employment oppor- tunities. 5. A High School 7. Protection of the existing Separate School 8. A fax benefit ta the Taxpayers of Whitby. Proposed development in the Village of Brooklin has been under study since 1975. Although the North Ward & Brooklin Community Association would like the alternative of a slow growth, our options are no growth or growth, ta 10,000 people over the next 10 ta 15 yea rs. AlIl the reports and date availaîbe show that .growth of the Village of Brooklin would be advan- tageous ta the present communify bath socially and financially. The pre- liminary financial studies show that growth ln the Village of Brooklin will actually lower taxes ta bot h the ratepayers of the Town of Whitby and the Region 0f Durham. The time for study is drawing ta a close. Proposais should be implimiented sa that the problems within the Vil- lage of Broakin can be solved with the least cost and the greatest benef if ta the residents of Brook- lin, the taxpayers 0f the Town 0f Whitby and the, Region 0f Durham.
