Mr. Wallace pointed, out that the 1970s are a ?eriod when citizens war't to become effectively invoved in the decision-making progress of government. He told the Chamnber membere that council minutes and bylaws are available from the clerk's office on request, and are also on file at the public library. Mr. Wallace described the various functions of the regional and local governments for the Chamber members. The region is responsible for sanitary sewers and water, arterial roads, gar- bage disposai sites, health and welfare, planning, police and lot severence consents, said Mr. Wallace. The local council is respon-, sible for site plan control, zoning applications, subdivi- sion plans, 110 miles of local streets, sidewalks, storm drainage, garbage collec- tion, building and plumbing permits, tax levies, recrea- tion, f ire protection and business and lottery licences, he said. Mr. Wallace compared the town council to the board of directors of a corporation. The town has six depart- ments:--fire, planning, clerk's treasury, planning and public works--each with *Ilirector and a number of eniployees, said Mr. Wallace. The departments make recommendations to council by written reports, which are passed through the clerk- adminiýtrator's office, he saîd, The council bas three committees, the operations committee which handies most general business, the administrative committee 4t&i1 FREE PANTY s HOSE with every purchae .which acts as a planning board, and, the management committee, which handies legal and personnel matters and subdivision agreements, said. Mr. Wallace. The operations and admin- istrative comrnittees,. are made Up of three councillors each, and the mayor ex- officio, and meet on the first and third Mondays of each month at 7:15 p.m. These meetings are open to the public, said Mr. Wallace. The management commi- ttee', which is made up of the, mayor and the chairmen of the other two committees meets when required, he said. The committees make recommendations to council and a majority vote of four memnbers of council will decide an issue, said Mr. Wallace. Mr. Wallace pointed out that the staff are public servants and do not run the town. 'They are advisors,' he said. 'Council may endorse, rejeet or amend their recommfendations.' The staff also deal with citizen complaints, he said. 'We take the name, address and phone number of every calter and make every effort to respond.' Mr. Wallace suggested that if any citizen bas a problem involving the town, he should speak to the department head, deputy.. department head or the clerk. 0f ten the staff can take care of minor problems, he said, while major matters are referred to couneil. The decision-making process is not concentrated entirely in the council, said Mr. Wallace,' for there are numerous boards for the library, cemeteries and other jurisdîctions which make decisions. Mr. Wallace also pointed out that zoning and some other bylaws require Ontarîo Municipal Board approval, or approval by the Ministry of Transportation and Communications.
