Mr. Edwards, a veteran of 19 years of municipal service in Whitby, is seeking a seat on Regional Government for the first time. 'I've aiways f elt there can be advantages to regional government,' he says. 'l've endorsed the concept of a region since before it came into effeet.' H1e cites two examples of the advantages of regional government. 'Before regional govern- ment, some municipalities lacked expert, qua if ied staff. Now ail the municipal- Mtes can avail themselves of this expertise,' says Mr. Edwards. The most persuasive feature of the region, according -to Edwards, is that it united a group of separate municipalities with different needs and levels of service into oneunified voice to negotiate with the Pro- vince. 'There is no doubt this can create a balance where before there were discre- pancies,' he says. But that does not change the major'problem with the region, he says. 'The main problem is the niegative attitude of some of the participating municipal- ities. We must change this before we ' can deal effectively with the other problems of the region,' he says. H1e says areas which should be examined include t.he functions of each local and of Remional Councils. grave dlscrepancie s in trans- solved,I says Mr. Edwards, porta tion and raad networks,. The driving started three years ago to aid seniors, who could not get to the hall on their own. Hot meals are provided on Monday, Wednesday and Friday. Due to a lack of available drivers, the Jaycettes are only able to drive once a week. Possibly another service organization would like to volunteer their service.
