The most important to the Town of Whitby, and indeed the entire country is costs. There is nothing more frus- trating to a council member than to hvae agonised over budget cuts at the local level, and after paring every expenditure and coming in with no increase, of discover- ing that the Region has gone blithely ahead and raised taxes substantialy. Other priorities are improved labour relations, communications with the tax payer, assessment of which services to provide at whîch level, and an improvement in job opportunities within the Region.
